W ashington, May 4.—The senate tariff bill, in the section which deals w ith the maximum and minimum prop­ osition, has, in the judgm ent of tariff experts, one very im portant feature It practically vests in the president the power to declare a tariff w ar against any nation or to refrain from any such war. I t is given to him to decide w hether any nation is discrim inating against the products of the U nited S tates in its system of duties. This perm its the governm ent, through the S ate depart­ ment and the otfn r agencies provided by law, to m ake agreem ents w ith other nations as to trade and tariff conces­ sions which can be made effective by a proclam ation of the president, w ithout the necessity of anything in the way of legislation or tre a ty agreem ent. The bill authorizes the president to employ a t his discretion any persons to procure inform ation or assist him in the discharge of these duties, which would mean th a t he can appoint com­ m issioners representing the United S ta te s to go abroad and make agree­ m ents w ith foreign nations. A t the sam e tim e, a ttention is paid to the wishes of those who are not in favor of reciprocal agreem ents of any kind. The proposition m akes it impos sible to have any ra te established lower than the ra te in the tariff law. Any change in the case of any nation must be a change in the way of higher du­ ties. Coincident w ith the violent gale r e ­ ported in the Middle states, unseason­ able falls of snow are reported to both the east and w est of the stricken area. In New York several inches of snow is reported from the rural d istricts, while the big m etropolis itself had a violent snow squall early in the day. From W yoming comes the rep o rt of suffering on the sheep ranges caused by a five- inch fall of snow. Snow is also reported from P itts ­ burg, M ilwaukee and Montana points. A squall, w ith wind blowing 45 m iles an hour, and rain falling in to r­ rents, struck Chicago a t 6:15 o ’clock last night.
