Cc-nstantinople, A p ril 20.— W ith the Constitutional army steadily enveloping his capital and demanding his head, with a garrison unwillng to defend him, and with a cabinet ready to surrender to the demands o f the patriot army Sultan Abdul Hamid is reported to have abdicated and fled on a warship or sought refuge-in a foreign embassy. The report that the sultan had abdi­ cated caused the greatest excitem ent in the lobbies o f parliament. A rumor o f the fligh t o f the sultan on a warship follow ed closely on that o f his abdica­ tion, but neither could be confirmed. L a rge crowds gathered at the British embassy, where other reports had it that the sultan had taken refuge, and there were scores o f inquiries at the Russian embassy concerning the truth o f the rumor that the sultan was under the protection o f Russia on one o f its guardships. A t both o f these embas­ sies all knowledge o f the sultan's move­ ments was denied and the Turkish F o r­ eign office gave a strong denial o f the rumors. The abdication o f Abdul Hamid, how­ ever, appears to be not improbable, and it appears that within a day or two the Constiuttionalists may accept as his successor Prince Yusseff Izzedin, the eldest son o f the late sultan, who is second in line, as they are strongly displeased with Abdul H am id’ s a tti­ tude. The Constitutional forces sent out small parties to reconnoiter this a fte r­ noon, and at 7 o ’ clock in the evening they were within sight o f the gates o f Constantinople. They encountered no resistance, nor does resistance seem lik ely, unless it is at the palace. The headquarters o f the Constitutionalist army is at Dedegatich, and General HuBni Pasha’s forces, which now num­ ber between 20,000 and 30,000, occupy a range o f hills about 20 miles from the capital. Equipped in that manner the pilot need fear no storm, and have no worry. He just as safe as i f he w ere s ittin g at his own fireside. When a storm comes, by throwing overboard some ballast he can go above it. When the storm is over, by lettin g out a little gas through the escape valves he can descend safely to the earth. When a balloon o f this size, that is 80,000 cubic feet, has thrown over all its ballast fo r one rea­ son or another, except five bags, it should drop to earth at once. T o do otherwise is to run a dangerous risk. A law making this necesary would be a great boon to the art and practice o f ballooning. A hag carrying between 35,000 and 40,000 cubic fe e t o f gas and tw o persons besides the pilot should drop to earth when the pilot has expended all the ballast save three bags. I f he does not do so he is risk­ ing lives that he should not be allowed to jeopardize. I am in favor o f government regula­ tion. A t the present time licenses can be granted to pilots in this country by the A ero club o f Am erica. There are now 24 men holding these licenses. An applicant must make 10 suecessful as­ censions before he is granted the li­ cense. These directions have to be made before he is granted the license, under the direction o f other licensed pilots, or afte r the applicant has made four or five so that he can manage a balloon, he must keep data o f his trips. This information has to be exact, and be filed away. For instance, when the applicant drops back to earth, say on a man’ s farm, he has to g iv e the man’ s name and where he lives, and who hauled him back to town. This is so that at any future tim e the authorities may satisfy themselves that the trip was really made and that it was a suc­ cessful one in every way. France has a very creditable method o f licensing its balloon men. The li­ censes are not governmental, though. Each pilot, who is goin g to make an ascent, carries in his pocket a little book with his number and his photo­ graph in it. I f any one questions his identity or his ab ility as a navigator he simply shows the book with his photo behind the isenglass. I am in favor o f governm ent licens­ ing and government regulations, rather than that o f state jurisdiction. In this way the laws would be uniform, and all the air sailers o f something near equal ability. An applicant would not have to go to Washington to make an ascent by any means. He may make the trip at any place under the guid­ ance o f an accredited pilot. Ballooning is becoming more and more popular. I t is now more than a craze. Its possibilities are attracting a great many reckless people to have the experience o f seeing the earth slip out from under them. Here is where the trouble comes. I w ill not say that it ia not righ t for a man to go up in a balloon by himself. I think that is more a m atter o f ethics. A person may walk on a railroad where there is a third rail. He does it knowing that he is taking his life in his hands, but when he persuades other people to go along with him, he risks their lives without enough experience to g e t them out o f danger should anything happen. Throw ing overboard ballast is a sci­ ence. Ballast is to a balloon what steam is to an engine. And just as steam once gone can never be recover- j ed, just so ballast thrown overboard is j lost. One man can g e t along, make a whole trip without losing more than five bags o f ballast while another spends twenty. The latter spends all his tim e in travelin g up and down, making saw teeth, while the other sails along in a com paratively straight line. The pilot who is out with the beginner makes careful notes and gives a full report to the members o f the A ero club. He takes into consideration just how much fluctuating the learner does. He assists the new man, but watches him carefully to find out how much grip he has on the science. The dilettante in search o f new sen­ sation is as dangerous as an automobil- ist with the speed mania. I hesitate to make a trip with a beginner who 9ays the danger is nothing, with the man who say9 “ Oh, I ’ m not afraid. I ’ ve g o t the n erve.” As a matter o f fact when good sense is used, there is no more danger than there is in an au- i tomobile trip. But there is much po­ tential danger. 1 am w illin g to make the trip with a beginner who says: “ Now I ’ m new at this, and want you to take the rudder. I don’ t know it a ll.” Another thing, balloons and all air crafts w ill soon be equipped with w ire­ less telephone. An air craft in dis­ tress can send a C. Q. D. message to earth just like a vessel at sea. It should be compulsory that equipment for communications with the earth or airships be installed. A balloon in trouble would sim ply telephone its lo­ cation or general direction and rescue balloons or automobiles could be sent to the rescue. The U . S. army corps with which I have been connected has successfully experimented with a D eForest instru ment, w eigh in g less than 100 pounds. However, there is a new spark less and w irele s telephone o f the radio variety which weighs only 10 pounds and which any balloonist can safely carry. The radio sparkless attachment does away with the danger o f settin g the gas bag on fire. The w eigh t o f the telephone is so small that when the balloon lands out in the country the operator can put it under his arm and take it with him. An old fashioned wireless telegraph is impractical for the reason that it makes a spark that may ign ite the gas bag. Ballooning has advanced so fa r now that it is no longer experimental, but is a science. The throwing out o f bal­ last is a science. It takes a long time to learn to handle a balloon properly. Why, in the fitness o f things, should a beginner, one who has nothing to urge him on except curiosity and daredevil- try, be allowed to risk other lives? I think the license to beginners should be made reasonably hard to ob­ tain. And further, the laws regulat­ ing the ballooning should be severe. Ballooning is a m atter o f public con­ cern, and when licenses are first issued I hope that they w ill not be given so promiscuously as licenses were given at first to auto drivers.
