abandoned the prosecution in ull inves­
tigations of the rebate cases, the affairs
of the packers and the alleged Argo
peonage system , which have been be­
fore the present grand jury. T his fol­
lows the dispatching of a le tte r from
A ttorney General George W. W icker­
sham, in W ashington, D. C., to M orris
& Co., officially announcing the aband­
onm ent of efforts to obtain indictm ents
of reb atin g a g ain st th a t firm on evi­
dence th a t has been heard thus far.
T his does not apply to the inquiries
on the p a rt of the D epartm ent of J u s ­
tice, which have not been presented be­
fore the grand jury. The probe of the
National Packing company, which
grew out of the M orris & Co. investi­
gation, has not y et been heard by the
Federal inquisitorial body.
Fees for services and funds for the
transportation of the grand jurors dur­
ing th e ir session have am ounted to
$10,000, while th a t of w itnesses have
totaled $5,000.

In 1897 the senate com m ittee placed
a duty of l , 'a cents per pound on hides,
which w as changed la te r to 15 per
cent, but the Payne bill, as it passed
the house, places hides on the free list.
U nder the Dingley law, hides have
produced more than $3,000,000 reve­
nue annually.
T here are m any changes in the Payne
bill from the provisions of the Dingley
law. Its m axim um and minimum re­
taliato ry feature, the additional m eth­
od of valuation for the purpose of pre­
venting under-vaiuations and its pro­
visions for the $40,000,000 issuance of
Panam a bonds and a $250,000,000 issue
of T reasury certificates are new. It
extends the draw back privileges so
th a t dom estic raw m aterial may be
used in lieu of im ported m aterial for
the purpose of collecting a drawback,
provided an equal am ount of identical
im ported raw m aterial is m anufactured
into the sam e product upon which the
draw back is collected. An inheritance
ta.t, by which it is hoped th a t $20,000,-
000 w ill be collected, is provided for.
In placing a large num ber of articles
on the free list and in reducing the du-
tien on m any others, it has been found
necessary to increase m aterially the
dutie* on many a rticle s in order to pro­
duce necessary revenue.
The Payne
bill increased m aterially the rates on
brandy, alcohol, gin, g rain spirits, cor­
dials and liquors, but made virtually no
increase on cham pagne.
The senate
com m ittee has decided upon an in­
crease am ounting to about 25 per cent
above the e xistiong ra te s on wines of
all kinds.
A num ber of other articles, regarded
as luxuries, have been increased.

Buffalo, N. Y., A pril 13.—The voice
of N iagara was m ute today, for the
seccond tim e in the memory of man,
and the riv e r is frozen solidly from
bank to bank.
On W ednesday the w orst gale of the
season piled the solid icefields of Lake
E rie in a huge mass a t the lower end
of the lake. A t N iag ara F alls there
had been a heavy ice bridge in the pool
below the c a ta ra c t since the maddle of
w inter. U nder the im pact of the ice
of the lake above and the added floes
brought through by the wind, the
bridge gave way and began to surge
down the rapids. B ut before it could
wfh freedom in Lake O ntario, the
wind shifted to the north. Instantly
the m oving floes packed a t the mouth
of the river. The pack froze steadily,
and each hour brought added pressure
from above.
U nable to traverse its natural chan­
nels, the level of the river rose quickly.
The h ig h est flood level recorded from
previous years is 28 fe et above the nor­
mal. L ast n ig h t the river w as 40 fe et
above norm al. W ater poured over the
window silts of the power house of
the O ntario Pow er company and flood­
ed the machines.
The tracks of the
G reat Gorge route were covered from
the lower steel arch bridge to L ew is­
ton.
Conservative estim ates place the
dam age a t $1,000,000.
