In placing a large num ber of articles on the free list and in reducing the du- tien on m any others, it has been found necessary to increase m aterially the dutie* on many a rticle s in order to pro duce necessary revenue. The Payne bill increased m aterially the rates on brandy, alcohol, gin, g rain spirits, cor dials and liquors, but made virtually no increase on cham pagne. The senate com m ittee has decided upon an in crease am ounting to about 25 per cent above the e xistiong ra te s on wines of all kinds. Y., A pril 13.—The voice of N iagara was m ute today, for the seccond tim e in the memory of man, and the riv e r is frozen solidly from bank to bank. On W ednesday the w orst gale of the season piled the solid icefields of Lake E rie in a huge mass a t the lower end of the lake. A t N iag ara F alls there had been a heavy ice bridge in the pool below the c a ta ra c t since the maddle of w inter. U nder the im pact of the ice of the lake above and the added floes brought through by the wind, the bridge gave way and began to surge down the rapids. B ut before it could wfh freedom in Lake O ntario, the wind shifted to the north. Instantly the m oving floes packed a t the mouth of the river. The pack froze steadily, and each hour brought added pressure from above. U nable to traverse its natural chan nels, the level of the river rose quickly.
