Clouds Looming Dark Over Balkan
States Once More.
London, Oct. 6. —Events which threat­
en to change the political face of Eu
rope are crystallizing with lightning
like rapidity. Almost over night the
horizon of the near east, which seemed
gradually assuming a peaceful appear­
ance. has become crowded with war
clouds.
News has reached here from several
sources that two definite strokes are
impending which cannot fail to bring
matters to a crisis, and perhaps force
an immediate war.
One is the proclamation of Prince
Ferdinand, of the Independence of Bul­
garia, which will include Roumelia,
taking for himself the title of czar.
The other is an announcement by
Austria Hungary of the practical an
nexation of the provinces of Bosnia
and Herzegovina as appanages of the
Austro Hungarian crown.
Either action will bo equivalent to
the tearing up of the treaty of Berlin,
while Prince Ferdinand's course seems
almost certain to precipitate a war be
tween Bulgaria and Turkey.
Before these possibilities the quar
rol of tho East Roumelian section of
the Orient railwav sinks into insignifi
eanee. Both armies are reported to be
quietly and swiftly mobilizing on the

gress, at the close of the sixteenth con­

The new governing board of the con
gress, created by this meeting, was
elected Saturday at a meeting of the
executive committee. This board has
full powers to manage tho affairs of
the congress and to continue its work
between sessions. The members are:
President, G. 11. Barstow, of Texas;
secretary, B. A. Fowler, of Arizona;
W. A. Beard, of California, chairman
of tho executive committee, and Fred
.1. Kiesel, of Utah; Dr. W. J. McGee, of
Washington, D. C.; John Dixon, of
Montana, and one other member, who
is to be selected bv the board.
The closing session was made inter
esting by a strong address by Congress
man Joseph E. Ransdell,- of Louisiana,
president of the national rivers and
harbors congress, who urged co-opera
lion between his organization ami the
nat:«ual irrigation congress.
That an international congress will
be held at some one of the South Amer­
ican capitals iu 1910 is now fairly as
sured, although the matter will not be
determined until tho congress moots in
1909.
Tho industrial exposition will con

Near Scappoose.
Portland, Oct. 2.—Six men killed
and six injured. That was the toll
claimed by a sudden shower of rain
which wet the tracks on a steep spur
of the Portland & Southwestern Lof^
ging railway, just as a construction
train was nearing the summit of a
lull at a point eight miles north and
west of Scappoose, early yesterday
afternoon.
Five men, in charge of the train
and crew, were on the locomotive.
These escaped. Twelve men were on
the one gravel car which was being
unshed uphill by the locomotive when
the runaway occurred. Not one of
these men got away unhurt. They
clung to tlie car as it swept back down
the hill and jumped the track at a
sharp curve Three of them were
killed outright, two more died while
being taken to Scappoose. and an­
other died after being brought to the

None of the unfortunate 12 had
seemed really to understand their
danger until their car had leaped the
track and death and destruction were
in their midst. The locomotive went
around the curve easily. The car fol­
lowed, but just as it swung clear the
momentum sloughed it aside. The

snapped and the big engine continued
