SHORTAGE NO LONGER FEARED Lines Wl.h Plenty o f Cars Form C om bine Against Slow Ralurn o f Borrowed Property. o f A m e r ic a n Chicago, April 30.— Drastic meas ures ate to be adopted by the railroads of the entire country to stop car steal ing and thereby compel the roads which are short of equipment to provide them selves with a sufficient number of cars to transport their traffic. Acting upon legal advice, all of the railroads which are interested iu stop ping car stealing have decided to boy cott all car thieving roads with a view to eliminating this evil from the trans portation world. In doing so the rail roads expect to end the car shortage and to prevent a recurrence ol a scar city of equipment which paralyzes the business of the country. The railroad boycott will consist of a refusal by all roads which are mem bers of the per diem and the car diver sion agreements to permit their cars to go to railioads which are not members of these agreements and also a refusal to make through rates over such lines. This is a direct and positive boycott of all car stealing roads, as it applies only to roads which are short of equip ment and which have refused to become parties to the two agreements men tioned. Through rates mean through routing and both expiessions involve the use of the cars, and where reasonable rules and regulations are not recognized a carrier is not compelled to establish a through route. Undei this ruling a most rigorous boycott can be maintain ed against roads which steal the equip ment of connecting lines and use it foi months without return or without ade quate compensation for the use of the cars. The penalties are now so high for the misuse of cars by connecting lines that no road can afford to keep the cars and pay the penalties. Lincoln, Neb., April 30.— A letter from Union Pacific headquarters to the state railway commission today inti mates that the roads contemplate re sistance to the 2-cent passengir rate law. The letter is an answer to i n in quiry from the commission asking why the Nebraska pal ions were not being given the benefit of the 2-cent rate on interstate travel. In reply to this the Union Pacific sa>s that the lawyers for that line and otlieia are seriously dis posed to unite In a suit attacking the validity of the law. Nine Jurors in T w o Months. 8en Francisco, April 30.--Four jur ors more were finally selected and five were sworn in today’s proceedings in the Ruel Irish This leaves three addi tional jurots to be obtained for the completion of the trial psnel— a task begun two months ago. The prosecu tion is hopeful of beginning the intro duction of evidence some time this week. The panel was tentatively filled today by the acceptance of three tales men. Three of the eight probationary jurors were subsequently challenged peremptorily. Stay Day Under Water. Newport, R. I., April 30.— Many persons interested in the coming trials of the submarine boats lak e end Octo pus arrived here today. The competi tive tests are to be the most exhaustive and thorough ever carried out here. The boats w ill he submerged for 24 hoars w ith the board crews eating and sleeping on the vessels. A number of foreign officers and experts ere expect ed, and it is probable that they w ill observe the movements from shore. R IO T 8 E X PE C TE D IN INDIA. Ball Cartridges Given to Volunteer* and High Officials Enlist. Lahore, British India, April 29.— Riflee ami 20 round« of hall cartridge* have been served out to the local volun teers in consequence of ti|na of marked unrest among the Hindoo (tudeul ele ment. The publication of inflammato ry articlee in the native newspapers, inciting race hatred against the Euro peans and demanding native control of the government of India by means of an elected parliament, has been follow ed recently by riots st Lahore and else where in the Punjab and by attacks on Europeans. Professional and political agitators aie now fomenting strikes on the railroads, and the government has concluded that it is time to suppress the rioting by forceful means, if neces sary. The authorities are satisfied that a determined front will speedily end the outward signs of disaffection, especially as they have the unanimous support of the great Mohammedan population, who, at numerus masa meetings, hsve emphatically coondemned the anti- European movement. Recent events have given a remarkable impulse to enlistment in the volunteers. The re cruits include five judges of the Su preme court, the directors of publio in struction, university professors, high government officials and leading bank ers and merchants, til of whom have entered the ranks of the privates. TO R N A D O IN TE X A S. Eight Lives Known to Have Been Lost and Heavy Damage Don*. Fort Worth, Tex., April 29.— One town is destroyed, extensive damage done to property and crops at other points and eight lives are known to have lieen lost as a result of a storm which was general over thlB state Sat urday night, and at some points assum ed the pioportions of a tornadc, accord ing to a meager report received here. The village of Hearning, in Cook county, wag practically wiped out and five persons ate reported to have lieen killed at this point. The dead include W. Alexander, a young child named Wilkinson, two men and a little girl. The field of the tornado was about 600 feet in width. A t Valley View several houses were blown down and Robert Nichols was killed. Two other men were killed in the same ne ghbor- hcod, but their names were not learned. At Sulphur Springs hall banked in drifts and stalled all trains. At Celeste a big cotton m ill was blown down. The fruit crop iu the neighbothood of Sulphur Springs was destroyed; cot ton and corn was beaten to the ground an l the damage w ill amount to m aty thousands of dollars. H E R M ANN ACQ UI TTED. No W rong Dona In Destroying Latter Books, 8ays Jury. Washington, April 29.— Binger Her mann walked out of court Saturday afternoon a free man. No longer does he reBt under the charge of having fraudulently destroyed 36 letter press copy books joat prior to his retirement from the office of land commissioner. That he destroyed the books he does not deny, but that he did so with wrongful intent is denied by both Her mann and by the jury, and its judgment is final. His so called private letter books may have contained some official letters, He mano may or may not have known of thl< fact, but the jury has held that he < i l not fraudulently de stroy the books. He did not destroy them for the purpose of impairing the usefulness of the records of the general land office nor lo cover his own tracks, and so holding, the jury set at naught more than six weeks’ testimony intro duced by the government to show a mo tive. Hermann has made no plans for the future. He will eventually return to Orecgn, but whether he will again ven ture Into politico is yet to be deter mined. He said tonight that his time had been so engrossed with the trial that he had given no thought to the future. He stated, however, that the verdict was not a suiprise to him. He had been conscious all along of his in- nucer.ce and having every confidence in the fairness of the jury, felt no concern about the outcome. Cuba Is Settling Down, Cancinnatl, April 29. — That the Unittd States government w ill with draw from temporary control of Cuba a great deal earlier than has been suppos ed by many was manifested in an inter view by Secretary of War Taft today. Briefly referring to tliat country and his recent visit there, the secretary said that the Cuban settlement had proved so unexpectedly satlsfatcory and that Governor Magoon has won so complete ly the confidence of all parties that he believes the United States can with draw before September, 1908.
