HOUSEHOLD FRIEND MISSION AT AN END. IN THE NATIONAL HALLS OF CONGRESS Monday, January 21 Washington, Jan. 21.— A » ] ectacu’ar speech by Senator Tillm an was the chief feature of an exciting day in the senate. The South Carolina senator’s effort was a reply to the recent criti cism of himself by Spooner. He began with a satirical picture of the senate as a minstrel show, which he later said was his first and last attempt to be “ funny,” an attempt which at its con clusion brought a stinging denunciation from Carmack in resentment of allu sions to him. This was preceded by a serious reply from Spooner on the attitude taken by Tillman on the race problem, all final ly resulting in a session of nearly two hourB behind closed doors. The secret session was followed by a brief open one, in w hich Tillman made a profuse apology to Carmack, to all senators whom lie had brought into his “ first essay in the line of hum or,” and finally to the entire senate. The Brownsville affair was the sub ject of controversy, and the day began with the announcement o f a com pro mise resolution, which brought Repub lican and Democratic senators together on the basis of ordering an investiga tion of the facts of the affray without bringing into question the authority of the president to dismiss the negro troops. The resolution was submitted to and approved by the president at a conference yesterday. After the speeches and mutual apolo gies had been made, Foraker attempted to get a vote on his resolution. Washington, Jan. 21.— The house to day pronounced unanimously in favor of enlarging and making more efficient field and coast artillery by passing the bill for that purpose. An interesting political discussion grew out of the passage of the so-called “ political purity” bill, prohibiting cor porations from making money contri butions in connection with elections. A b ill was passed authorizing the secretary of Commerce and Labor to investigate and report upon the “ in dustrial, social, moral, educational and physical condition of woman and child workers in the United States.” The measure has already passed the senate. After the passage of a number of bills under suspension of the rules, the house passed the District of Columbia appro priation bill. press. The amendment expressly dis claims any intention to “ question or deny the legul right of the president to discharge without honor enlisted men of the army of the United States.” Consideration of the resolution was 'deferred until Monday al the conclusion of Foraker’ s address. | Eulogies on the life and character of the late Senator William B. Bate, of | Tennessee, were delivered, after which the senate adjourned as a mark of res- j pect to his memory. Washington, Jan. 17.— An emergen cy hill for the relief of the sufferers on the island of Jamaica was passed by the house today. The b ill is as fol lows : “ The president of the United States ¡ b authorized to use and distribute among the sufferers and destitute peo ple ol the island such provisions, cloth ing, medicines and other necessary ar ticles belonging to the sustenance and other naval stores as may be necessary for succoring the people who are in peril and threatened with starvation in the said island in consequence of the recent earthquake.” W ithout division the bill was sent to the senate. The bill did not reach the senate be fore adjournment, but will probably he taken up by that body tom orrow. Wednesday, January 16. Washington, January 16. — Senate leaders tonight consider the end of the Brownsville discussion in sight, and it is confidently expected that a compro mise resolution offered by Foraker just before the close of today’ s session will be adopted. Foraker had the floor to make what he today expressed the hope would be the concluding speech on the subject. He w ill proceed immediately after the morning business tomorrow, unless interfered with by the special order of the day, which is the delivery of eulogies on the life of the late Sena tor Bate, of Tennessee. W hether he speaks tomorrow or Friday, it is ex pected that a vote will soon follow, a l though it is possible that other brief speeches may be made before the end is reached. Washington, Jan. 16.— Smokeless pow der patents were under debate to day in the house. Gaines, of Tennessee, told of how Professor Monroe had patented the smokeless powder process, having dis covered it while filling the chair of chemistry at the naval academy, and also said a patent was taken out by John R. Harnadou while the latter was a commanding officer in the navy. Gaines quoted the Supreme court de cision in the G illy and Solomon case that a patent taken out by an officer for a discovery made by him in the line of duty belongs to the government. Mr. Monroe, he stated, had turned his pat ent over to the United States, and yet it was today in the hands of a great powder m onopoly, “ and the government is in the grasp of that m onopoly.” So far as Gaines could find out, Mr. Barnadou had not turned his patent over to the government. British Govsrnor Rafusas Aid Suffering Kingston. for Kingston, Jamaica, Jan. 22.— Rear Admiral Davis’ mission of mercy to stricken Kingston came to an abrupt and painful conclusion in consequence of Governor Pwettenham’s objection to the presence of American sailors en gaged in the work of clearing the streets, guarding property and. succor ing the wounded and sick, culminating in a letter to the admiral, peremptorily requesting him to re-embark all parties which had beenHanded. Admiral Davis was greatly shocked and pained, and paid a formal visit to Governor Swettenham, informing him that the United States battleship« Mis souri and Indiana and the gunboat Yankton would sail. To the Associated Press Admiral Davis said that immediate compliance with Govenor Swettenham's request was the only course consistent with the dignity o f the United State«. The friction between the governor and the admiral began with the arrival of the American warships, when the governor obje< ted to the firing of a i lute in his honor on the ground that the citizens might mistake the firing for a new earthquake. He also de clared there was no necessity for Amer ican aid— that his government was fully able to preserve order, tend to the wounded and succor the homeless. CITY ASKS DAVIS TO 8T A Y . Kingston Council Disapproves Action o f Governor. New York, Jan. 22. — A special dis patch to the Times from Kingston says that Governor Swettenhain, in addition to refusing aid from Rear Admiral Davis, has declined an offer sent by the W ar department of the United States to extend immediately to Kings ton 10,000 rations which were intended for troops in Cuba, and would have been diverted here. The governor’s action, the Times cor respondent says, is disapproved of by the community, which appreciates the kindness of the Americans. As soon as it became known what had been done by Governor Swettenliam and that the American ships, in consequence, were to leave, an emergency meeting of the city council was called. The discussion showed that the gov ernor's attitude toward the Americans did not meet with the approval of those officials, and a letter to Admiral Davis was drafted and adopted in which the action of Sir Alexander Swettenham was wholly disapproved, and the Amer ican government and officers were warmly thanked for the thoughtful, ef fective and timely aid they had given in the emergency. This letter was im mediately dispatched. Admiral Davis was also asked to re main in spite of the unfortunate inci dent. The request was dispatched to him and he made a reply in which he said that there was no misunderstand ing w ith the Jamaican authorities, but he added significantly in reply to the request to remain: “ As a foreign naval officer I am bound to respect the wishes of the con stituted authority o f Jam aica.” DAMAGE TWO MILLIONS. Fierce Gale Sweeps Over Lake Erie Erie and Buffalo. Buffalo, Jan. 22.— During the last 24 hours this city has been swept by the most destructive wind storm of a de cade. Tonight the Niagara falls lie in the midst of a scene of wreckage in the wake of the storm. Tw o lives are re ported lost so far and a property dam age that will aggregate $2,000,000 when the account ing is made, is the toll of the storm. Lake Erie, with its level higher than has been known for 20 years, has gorged the Niagara river to overflowing and thousands of dollars worth of property lias been carried down the stream. Miles of docks at the great lumber market at North Tonowanda have been destroyed and millions of feet of lumber have been carried out into the river. The damage to shipping in Buffalo harbpor alone iB $1,500,000. Five large lake liners, wintering just inside the breakwater, were driven aground. The gale still rages and no aid can be given the endangered vessels. May Re-Elect Bailey. Austin, Tex., Jan. 22.— Senator Bai ley’ s friends announced today that a vote on his reelection os senator would be forced in the legislature tomorrow. Bailey’s supporters further announced they would insist on a proper hearing b ;in g given to any one who had charges to make against the senator.
