Wazhlngton, M »y 14.— The session of the senate today passed without an exciting incident and without tbe adop tion o( a (ingle amendment to tbe rail road rate bill, notwithstanding that measure wae under consideration prac tically all the time from the hour of convening, 11 o’clock, until adjourn ment at 5:15 p m. The most charac teristic feature of the day was the re jection of amendments. This was ac complished either by direct vote or by the process of laying on the table and one iollowed another in rapid sucee- sion. Among the provisions thns adversely disposed of were several intended to fix the liability of railroad companies for injury to employes. The presentation of provisions intended to accomplish this purpose had the effect of bringing out a practically authoritative atate- ment'that the committee on interstate commerce w ill report the independent house b ill on that subject which is now pending before it. When the senate adjourned, the eighth section, regulating the person nel of the Interstate Commerce commis sion, was under consideration and ad journment was secured at a somewhat earlier hoar than nsuai in the hope that there coaid be prepared a more ac ceptable provision covering that sub ject than has heretofore been presented. Washington, May 14. — The house had under consideration today bills re lating to the government of the District of Columbia. It completed the bills reorganizing tbe Washington public school system, then adjonrned in the absence of a quorum, postponing action on the bills under consideration. These bills w ill be taken up tomorrow. Saturday, M a y 12. Washington, May 12. — The senate proceedings today were devoted ezclu- sively to the consideration of the rail road rate bill, and they included many interesting and some sensational feat ures. The actual accomplishments of the day consisted in the completion of the consideration of the Allison amend ments, covering the question of review by courts of the orders of the Interstate Commerce Commission. There were several of theie provis ions and all were accepted ae presented or suggested by the Iowa senator, show ing an almost perfect agreement among Repnplican senators. Indeed, one of the noteworthy featnree of the day was the practical unanimity of the Repub licans, They not only voted almost solidly lor the Allison amendments, but were just as nearly united against opposing propositions. When an ad journment wae reached, there was still prospect of the continuance of the de bate for next week. Friday, M a y If, Washington, May 11.— After passing 320 pension bills, the house today de voted much time to considering a point of order made by Tawney against an appropriation for a new steel floating drydock, provided in the naval appro- piation bill. The chair held the point of order well taken, in a carefully pre pared opiuion. Hepburn, of Iowa, made a vigorous attack on the court martial system of the navy, especially criticising the offi cers responsible f >r the accidents that have happened to ships of the navy. A point of order against the appro priation for the naval training station at Lake Bloff, Illinois, was pending when the house adjourned until Mon day. Washington, May 11.— Bailey’ s non suspension amendment, applying to or ders of the Interstate Commerce com mission as covered by the railroad rate bill, which has occupied so much of the attention of the senate in connection with that bill, was today adversely dis posed of by the decisive vote of 23 to 54, practically a party vote. An amendment by Rayner confining the court review to constitutional ques tions was also voted down. A number of other amendments were rejected. An amendment limiting to two years the life of tbe commission’ s orders was adopted. with the consideration of the railroad rate bill by the senate, La Follette to day atiempted to secure the impoaitiou of imprisonment for violations of the provisions of the Interstate Commerce law. He proposed terms from one to five years, in addition to fines from $1,000 to $20,000 (or unjust discrimi nation, for false representation to se cure business at less than the estab lished rate. After much discussion an amendment was adopted restoring the penalties of the old law. Washington, May 10.— Shells and projectiles for the Navy department w ill, after June 30, 190(1, be purchased by the bureau of Ordnance in the open market, instead of, as now the practice, in secret markets from firms engaged in the manufacture of these articles. This change in existing conditions was brought about through the efforts of the chairman of the appropiatione committee, Tawney, of Minnesota, who offered an amendment to the naval ap propriation bills which the house had under consideration today. Washington, May 9.— The senate spent the greater part of the day again in the consideration o f the question of di vorcing the production of coal and oth er commodities from their transporta tion, and closed that branch of its work by adopting a modified provision formally offered by Elkins, but origin ally suggested by McLauria. There was again much sparring over parlia mentary points, but there was at no time as much confusion as on Tuesday, and, when the coal question was finally closed, the progress was so rapid that the first section was entirely disposed of before the senate adjourned. Other amendments were also adopted, but a long-and-short-haul provision suggested by LaFollette was voted down by prac tically a party vote, all but two re publicans voting against the amend ment. Washington, May 9.— Nearly the en tire time of tho house was today taken up by two propositions— first, whether the navy department should go into the open market and purchase anchors, chains and cordage, or continue to man ufacture these articles in tho govern ment navy yards, as is now done; and, second, whether the cost of transport ing coal from 'Atlantic and Gulf ports to the Philippines in American bottoms should be limited to $5 or $6 per ton. On the first proposition a substitute was adopted, giving the secretary of the navy the right to purchase these articles in open market i f a saving could be made.
