Wsshicgton, May 15 — It is probable that the likeness of John Paul Jones, of deathless fame in the ancsla ol naval warfare, w ill appear upon one of the uext series ol United States postage stamps. A naval officer recently called atten tion to the fact that the United States navy, whose achievements present an unbroken line ol victories, has had but scant recognition at the bands of the postoffice department so far as honoring eminent naval officers of the United States upon our postal issues is con cerned. The naval officer is correct. Up to 1U02 only one representative of the navy bad ever been recognized for a place upon a United States postage stamp— Commodore Perry of Lake Erie lame— and his position was so obscure that not one person in 10,000 ever saw his likeness upon a stamp. Perry was in 1870 assigned to the 90-cent stamp and there he remained until 1902, when, instead of making a new place for Admiral Farragut, who was voted into the charmed postal circle, the postoffice authorities retired Perry and Faragut took his place. The new aeries of stamps for the Philippines, now in process of printing in Washington, depicts Admiral Samp son on the 10-centavo (8 cents) stamp, hut upon United States stamps until 1902 Perry reigned supreme. On the other hand the army has re ceived numerous honors from the au thorities who determine what faces shall adorn our postage Btainpe. Ban Franciico, May 14.— A novel method of itamping out tbe evil of looting, which has been on the iucre deepite the item measures taken by the civil end m ilitary authoritiea, has been inaugurated by Chief of Police Dinan. That official baa iaeued an order that whenever a looter ia caught he ia to be put in a squad under tbe command of Detective Sergeant Cbarlee F . Taylor. Members of tbe squad are compelled to labor at clearing away the debris. A l ready 8ergeant Taylor has 75 men un der him, and the number is constantly growing. The liquor question was agsin dis cussed today by tbe authorities, and it lias been proposed that the charter of tbe city be amended so that tbe license, which has heretofore been $100, be raiaed to $600. Before the fire there were 4,000 saloons in thiB city, and it is believed that the increased license will reduce thig number to 1,000, with out in any way diminishing the reve nues of tbe city. A proclamation has been issued by Mayor Schmitz directing that all refug ees be concentrated in two great camps, one to be located in tbe Potrero, in the south bide of the city, aud the other at Golden Gate Park. This action haB been made necessary for sanitary rea sons, sb military discipline must pre vail in these tented cities, if the health of the inmates is to be preserved. At present every square in tbe city and many vacant lots are covered with the tents of refugees. The m ilitary are now ordering these people to the cen tral camps. San Francisco, May 15.— The cold, disagreeable rain wh'ch fell all this af ternoon created much misery among the refugee camps and even caused con siderable annoyance to householders who were cooking in the street. Though it ie the middle of May and rain is un usual at this period, the ashes whirh drifted into the sky during the three days of tbe conflagration are believed to have concentrated sufficient moisture to cause many drizzles for some time to come. I t is most unfortunate at this partic alar time, when a third oi San Francis co’ s population ie camping. The sbackB throughout tbe vacant lots in which many of the refugees are liv ing, are poorly constructed and leaky. A t a meeting of the committee on special session of the legislature today it was unanimously decided that the present 50-year lease law should be amended so that 99-year leases w ill hereafter be permitted in tbe state. This is looked upon by tbe real estate men ae a moat important step, as they maintain tbat under the new conditions building w ill progress rapidly. Tbe committee also decided to recommend an increase of the inheritance taxes and corporation licenses. Tbe state w ill be asked to authorize tbe isenznceof bonis in tbe sum of $600,000 to be r tax on tbe tonnage of Ban Franciaco for a re construction of those portions of the wharves and the seawall destroyed in Free the recent calamity. Petersburg, May 11.— Without a single hitch and with only a minor in cident to mar the memorable day, the Ruaaian parliament was inaugurated yesterday. The emperor’s message in reality was lass a throne speech than a greeting, and required only three min utes for its delivery. Emperor Nicho las read slowly. The admirable and even cordial tone of the sovereign in re newing his pledges and asking the co operation of parliament for the regen eration of the country was only nega tively satisfactory. Conrtiers and spectators other than members of tbe national parliament led tbe cheering, but the members were ominously silent. What rankled moat was the failure of tbe emperor to meh- tion amnesty, and later, when tbe members assembled in tbe Tauride pal ace, away from the spell of the throne room, many of them were with diffi culty restrained from precipitating matters by offering resolutions on the ■abject.
