CITY IS BUNKOED SAYS JURY
Seattle Traction Lines Worth 5 In
stead of 15 Millions.
Seattle, Wash. The terms of the
contract by which the city of Seattle
purchased the municipal street railway
system from the Puget Sound Trac
tion, Light & Power company for $15,
000,000 in municipality bonds, cannot
be fulfilled and the city is entitled to
equitable relief through the courts,
the Bpecial grand Jury investigating
the purchase declared in its report
made public Monday. The report as
serts the lines are worth approximate
ly $5,000,000.
Mayor Caldwell will ask the city
council to take action in line with the
recommendation of the special grand
Jury investigating the purchase of the
municipal street railway system, that
the city seek relief in the courts from
the terms of its contract with the
Puget Sound Traction, Light & Power
company, he announced.
The report says the grand Jury
found no evidence of corruption, or
that any city official profited by the
deal which was completed in March,
1919. It did find, however, accord
ing to the report, that the "negotia
tions leading up to the deal were
characterized by slack business meth
ods on the part of the mayor and .the
city council." No indictments were
returned.
The grand Jury began investigation
of the purchase of the lines last No
vember, following publication of
charges by Mayor Caldwell that the
city had been "bunkoed" out of sever
al million dollars. The city council
voted an appropriation of $10,000 to
be used by the mayor in conducting an
Investigation, results of which were
submitted to the grand Jury.
After asserting that the value is
approximately $5,000,000, the report
declared that if the city of Seattle
completes the purchase according to
the contract, the people will pay a
total of $23,752,550 in principal and
Interest and that by the time the pay
ments are completed, it will . be
practically necessary to reproduce the
system.
RAILROAD LAB0RITES ASK
PRESIDENT TO DECIDE
Chicago. President Wilson was ask
ed by representatives of seven labor
unions to Investigate the statement
of Brigadier-General W. W. Atterbury
of the Pennsylvania lines that the
roads must have wage readjustments
or be in danger of bankruptcy, and If
the statement were found true, to
place the matter before congress and
ask that body to enact remedial leg
islation immediately.
The union leaders, however, in a
message to the president, declared
they did not believe the roads to be
in the financial condition outlined by
General Atterbury. They charged that
he had, by delivering what they term-
an ultimatum" to the board, "violated
all decent proprieties, disregarded the
transportation act and flouted existing
agencies, such as the interstate com
merce commission and even congress
itself."
General Atterbury's obvious policy.
the telegram said, "was to disrupt
labor unions, turn public opinion
against the employes and place wages
on a pre-war basis so that railway
profits may be enhanced when pros
perity returned." The shipper would
have to pay increased rates and the
laborer would be exploited, if General
Atterbury had his way, the union men
declared.
The telegram asked the president
to take Immediate steps to have all
the evidence presented to the Inter
state commerce commission and said
the union representatives were call
ing his attention to the matter only
because "no stone should be left un
turned to prevent such a catastrophe
as outlined by General Atterbury,

the London home of J. P. Morgan as
a permanent residence for the Ameri
can ambassador to the court of St.
James was authorized Monday by the
house by a vote of 167 to 52.
The house also adopted an amend
ment to the diplomatic bill by Rep
resentative Longworth, republican,
Ohio, authorizing an appropriation of
$150,000 for purchase of an embassy
building at Paris.

Corvallis. F. O. Harris, a prominent
Benton county farmer, died suddenly
Tuesday morning after a halt hour's
Illness. Harris was known as the bean
king of Benton county. He came
here from Lompoc, Cal., five years
ago and introduced the bean-growing
Industry to Benton county farmers.
Cottage Grove. The saws Btarted
whirling Monday morning at the West
ern Lumber & Export company's mill,
after a shut-down since before Christ
mas. This mill furnishes fuel for
the electric light plant, which has had
to curtail service on account of the
shortage occasioned by the shut-down
of the mill.
Bend. One hundred and fifty mem
bers of the Bend commercial club and
the Woman's Civic league of this city
attended the "Oregon products" dinner
given here Friday night. The menu
contained nothing not grown or pro
duced within the state and featured
viands contributed by Bend and Port
land business houses.
Roseburg. Mrs. Augusta D. Moot,
aged 73 years and a resident of Oak
land, 20 miles north of this city, was
burned to death Saturday morning
when her home was destroyed by fire.
Marshal R. C. Powell attempted to
rescue the aged woman but was unsuc
cessful. It was believed an overturn
ed lamp caused the fire.
Salem. Fred G. Buchtel, member of
the Oregon public service commission,
Saturday received a letter to the ef
fect that he had been appointed a
member of the committee on statis
tics and accounts of railroad com
panies. The appointment was made by
James A. Perry, president of the Na
tional Association of Railways and
Public Utilities.
Eugene. A campaign for home con
sumption of products of Lane county
farmers will be carried on by the
Grangers' Eugene Warehouse associa
tion this year. The association con
ducts a flour mill of its own, which
uses a great deal of the wheat grown
by members, and it is planned to start
a campaign to increase the consump
tion here of this product.

gineers have ordered a detailed survey
of the Coos bay entrance and proposed
Jetty sites for the purpose of making
estimates of the cost of construction,
of breakwaters on the north and south
sides of the channel. - It Is understood
the order will be executed at once.
Marshfleld. Coos county, the muni
cipalities, road districts, schools, port
districts and other public Institutions
will require $1,271,409 during 1921, ac
cording to Assessor Beyer's estimates
obtained from the assessment and levy
rolls. To provide this sum the valua
tion of the county was set at $24,4G9,-
409, a slight amount over half the valu
ation being In the Coqullle side of the
county.
Cottage Grove. Cottage Grove will
have a modern ice plant before the
opening of the Bummer season. The
machinery has been ordered by Bar-
tels, Powors & Hubbell and construc
tion of the building will start within a
few days on the property at the rear
of the Bartols meat market. The
Silsby ice plant burned two years ago.
Since the fire the creamery has been
supplying Ice.
Ashland. The Jackson county court
will receive bids on March 3 for the
sale of $500,000 of road bonds. No
bid will be accepted for less than par.
The money received from the sale of
the bonds will be used in the build
ing of the Ashland-Klamath road, the
Bybee bridge road, the Crater lake
highway, or the Blue Ridge road, all
or In part, this matter not having yet
been definitely settled. A $500,000
bond issue was voted by the people at
the last primary election.
Roseburg. The Bonaday farm, at
one time the property of Frank E.
Alley, and used for the breeding of
thoroughbred horses, but later taken
over by the United States Mortgage
& Investment company of Portland,
was sold Saturday to Pltzer Beckley,
a farmer of this county. The property
Is four miles east of this city and con
sists of 512 acres, practically all till
able land. Mr. Beckley will make some
substantial Improvements to the
place, among them the erection of a
beautiful country home.
