Present Auto License Fees and Gasoline Tax will pay both
principal and interest on all the bonds under thi constitu
tional amendment. Approval of this amendment is
necessary to permit early completion of State Highways.
Not Asking More Money
"flic State Highway ComniLifiioii is not asking for
nmre money," said R. A. Poolh, commissioner, in
addresing a Lane county audience on the 4 per cent
road bond limit measure; "all we want is the power to
capitalize the income now on hand. The stale road
funds are now taken from two sources-the one cent
tax on each gallon of gusrhne and t lie automobile
license fees. The state constitution as it now reads,
prohibits moie than 2 per cent being put into the
roads, and what the commission wants is an amend
ment of this clause so 4 per cent can be put into the
rmds. A direct additional tax is not asked for, nor
is any Increase in the g;t3 tax or unto license fees "
Mr R'Hith tilsy brought out that a new toad pro
gram is iml to be rushed tliiouyh, but the present one
is to be finished providing the voters of Oregon back
up the J percent iimit measure,
Commissioner Simon Renson i3 also on record
against rushing construction too rapidly, considering
high labor costs and the Uiyh costs of money, but
favors ratification of this 4 per cent bonding amend
ment so there v ill be authoiiztition to issue bonds
at such times as favorable conditions justify. Final
control over actual bond authorization rests with
the legislature, as unless the legislature paser ena
bling legislation unler the 4 ier cent amendment,
the highway 0"mniision h without authority to
issue bonds.
