first contract between any state
of the union and the federal gov
ernment providing for state finan
cial co-operation In federal rec
lamaLion, projects was executed
hero today when Secretary of the
Inter, or Work on behalf of the
United States Signed an agreement
With Washington suite in which
the latter agrees to pay not to ex
ceed $300,000 for the development
of tho Kit Jtas division of the Yak
ma reclamation project. Officials
of the Intenor department and the
reclamation service look upon it as
the bcg.nning of a new era in rec
lamation. The contract provides essential
ly as follows:

responB.b.lity of promoting the de
velopment and settlement of the
Kittitas d. Vision after completion,
mclud.ng the sub-division of lands
held In private ownership by any
individual in excess of 160 irrigo
ble acres; the securing, selection
and financ ng of settlers to enable
the purchase of the required live
Stock, equipment and supplies, and
tho improvement of the lands to
render them habitable and pro
ductive. . .
Secretary Has Control
The sate assumes to provide the
funds for th s purpose not in ex
cess of $300,000, and further
agrees to conduct operations In a
manner satisfactory to the secre
tary of the in.erior. This contract
is subject to appropriations being
made by the state legislature from
year to year for funds sufficient I
for the carrying out of this con-:
tract. All work contemplated bv
' this contract shall be conducted in
close co-operation - between the
secretary, of the interior and the
off.c.ahv of the state "who shall
collaborate in forminff 'the Jieces-.
snry plans and procedure to ef
fectuate the provisions and intent
of th!s contract."
"No' member of or delegate to
congress, or resident commlsslon-
the contract says, 'shall be
admitted to. any share or part, of
ih.s contract or to any benefit that
may arise therefrom. Nothing,
however, herein contained shall be
construed' to ex:qnd'to this con-
ract if made with a corporation
for its general benefit."
70,000 Acres Included
The Kittitas division of the Yaki
ma project includes about 70.000
acres, and total cons'-ructftm costs
are estimated at about $11,000,000.
All surveys and estimates are com
pleted and a contract also has
been s gned with the local Irriga
tion dlsir.ct which covers the
eventual re. urn of the investment
to the government as well as costs
in connection with operation and
ma'ntenance.
Congrrs already has appro
priated' $750,000 to begin tho work,
half of whch is contingent upon
the contract with the state such as
was signed today following auth
orization of the step by tho Wash
ington state legislature.

phatic opposition to smoking on
the part of their daughters has
been expressed by a majority of
the parents of girl students at
tending the Boston university
school of practical arts and let
ters. 1'rompted by news of action
at Bryn Mawr college, permitting
girls to smoke because the major
ity wanted to, Dean T. Lawrence
Davis, recently sent out ques
tionnaires to 675 parents of stu
dents In this department of Bos
ton university to learn how" they
felt on the subject. Of the first
450 parents to reply. It was an
nounced today 449 took a decided
stand against smoking.
The other wrote that it wag not
a question of girls smoking, but
a question of whether either boys
or girls should be permitted to
smoke, taking the attitude that it
was no worse for girls to smoke
than for boys.
"Our rule against smoking will
continue to' be rigidly enforced'
Dean Davis announced, in sending
out tho- questionnaires, "and the
penalty for Infraction la expul
sion." "My feeling in the matter," he
explained, "is that girls of college
age should not be permitted to de
cide this matter for themselves.
