on liquor charires. was locked up
again yesterday afternoon after his
arrest on a charge of unlawful
possession. Kane was arrested by
J. A. Watson, deputy sheriff, In a
field near Irving when he ap
peared at a cache of liquor and
started off with the sack contain
ing several quarts of moonshine.
Raie had driven up to a point
near tho cache with a party in
which were two other men and
three women in two cars. Charles
Carlson, a member of the parly,
is held In jail while the others
were released.
Unite pleaded not guilty In Jus
tice of the Peace Wells' court, ce

three feet of tho sack of liquor but
the deputy sheriff said he had
picked It up and had started away
with It.
The cache was discovered by
Sheriff Taylor early yesterday af
ternoon. He came hack to the city

day nigtit by J. A. Wa'son, deputy
sheriff, on a charge of being drunk
in a public place, was arraigned
in the court of Justice of the
Peace Harold J. Well? yesterday
and plenled not puilty. The trial
will be held at a later date which
has not yet been set. Ho gave
$200 bail for his appearance.
It is alleged that David was In-'

This means that I must devote n

compensation. Whether wisely or
not, I havo consented, nitat have
been appointed mayor.
'"Since my appointment. I havo
spent practically all of my time
in looking into the affairs of the
city, nnd in formulating a policy
for the administration of its busi
ness. In tho carrylnK out of that
policy. I am entitled to. and 1 ex
pect the support of tho commun
ity. I mean this in no empty idle
sense, nnd 1 hope for the hacking
and moral support of eaeh of you.
Sound Footing In Night
"My examination of city matters
has brought me to the conclusion
that, much idle rumor to the con
trary, the city's credit and finan
cial condition can be placed upon
a sound rooting almost Instantly
upon tho adoption of the following
which I set out ns my policy:
First: 1 shall direct that immo
diato steps be taken to issue Han
croft bonds to retire the district
improvement warrants, shown on
tho last statement as J3L'H.043.S:!.
ns rapidly as may be. A wilo will
take place In a few days which will
retire approximately $150.001. 00 of
them. The warrants bear six per
cent, and the bonds four and one
half.
Second: I shall direct that tho j
city shall press it's collections fori
street improvements, hot it honded !
and unbonded, in order to meet
interest and principal charges on
improvement bonds.
Third: I shall direct that tho
$15,271.04 paving intersection war
rants he retired by charging them
into the paving intersection fund
of 5 39.551.45.
Bond Issuo Favored
Fourth: I earnestly recommend
that the general fund and inter
est warrants be changed from six
per cent to four nnd one half by
voting the $175,000.00 bond issue
December 15. This will save the
city over $200 per month.
Fifth: The voting of the re
assessment amendment will prac
tically validate all improvement
warrants, and is absolutely es
sential if the general tax payer is
to avoid paying private assess
ments that may be found defective.
Sixth: The interest rate char
ter amendment to bo voted on De
cember 15, will greatly stint ula to
the liquidation of the city's out
standing assessments, and should
by all means be carried.
Seventh: I strongly recommend
the adoption of the advertised bud
get, and have every reason to be
lieve that the city can run within
it for the year

Eighth: I shall recommend nnd
direct the employment of suffi
cient clerical assistance at the city
hall to carry out the foregoing
policy.
Other problems will undoubted
ly arise, and when they do, I shall
endeavor to meet them. I wish
to say in conclusion that I have
every confldenco in my advisers
and co-workers, members of tho
common council, and city attor
ney and shall work with thorn to
place Eugene's financial affairs on
sound basis and economically
administer Its business.
