mudo to the chief VbrosYnr ut
Washington somo timo this full,
enabling liim lo present figures to
congroriH as argument against pro
posed advance In tho grazing fcos
in the forests.
' H. M. Vincent, assistant super
visor of tho Cascade national for
est hns Just comploted his ap
praisal work, having spent throe
months at It, and will now com
pile tho extensive data gathered
by him during that period. With!
figures from all of the national
forests of tho west, the chief for
ester will have a great deal of I
valuable data to bo used against:
any advance In tho grazing fees,
said Mr. Vincent yesterday.
Tho stock owners of the east
and middle west, claiming they
aro at a disadvantage because
their grazing couUt moro than that
of tho westorn stock men, have
vuHked congrosBt to advance the
grazing foos about 300 per cent,
but tho forost sorvico is opposed
to such an advance or any ad
van co at all.
Tho appraisal being mado of
grazing lands in tho western na
tional forests consists of data on
tho amount of such lands, what:
tho stock men have to contend
with, and Information on general
conditions.
It Is claimed by forest officials,
said Mr, Vincent, that tho -western
stock men havo no nslor' time
than tli oho in tho cast and middle

the sorvico is opposed to tho ad
vance in the foes.

ItOHKmmo, Ore., Hept. 19. i
The body of td Utubbs, a Keeds
port fisherman, Who hud been
mlHHliig hIico tho 11th of the
month, was found floating In the
bay Hunday, according to word re
ceived by Coroner itlller, who left
yesterday afternoon to make an In
vestigation. Utubbs it is believed
was accidently drowned by fulling
off u boat houso while In un lntox
ivated condition.
According to District Attorne)
Neunor, and Sheriff Sum Htarmer,
who mudo a thorough InvestiKatlon
of the mutter whllo In Ueedsport
a few duys ago, Btubbs, accom
panied by a younger companion,
wont to u boat houso conducted by
a woman of ill reputo on tho eve
ning of tho 11th. Stubbs was In
toxicated and the woman warned
him not to walk around tho plat
form outsido the house, Hho and
ttiubbs' companion went Ineldo and
when they returned Stubbs was
gone. They had heard no splash
and no sound and came to tho con
clusion that he had gone ashore.
According to -the officer, Stubbs
had been dealing In booze and the
conclusion was reached that ho
hud received word that the offi
cers wero conducting an investiga
tion at Reeds port and that he
skipped out fearing that his liquor
dealings would be exposed. With
tills suspicion the search which
had been started for his body was
halted. Further strength was
given tho theory by a restaurant
keeper who stated that he saw
Stubbs nt 10 o'clock that evening.
According to reports received
here, however, Stubbs apparently
fell off tho platform at the boat
houso and was drowned. His body
floated and was found In the water
yesterday.
Coroner Hitter left yesterday aft
ernoon and will make a thorough
investigation of the affair. After
the officers learned the nature of
tho business conducted at the boat
houso whore Stubbs was drowned,
the woman was given the alterna
tive of leaving the county or going
to jail and she Immediately left.
