They are cutting' now Ktreets, paving them with asphalt instead of cobble stones, and erecting new dwellings and public buildings. A prize of 375,000 was awarded recently for a new city plan. Fourteen hundred buildings went up in 1921, and 4000 are going up this year. A new hotel has Just been completed opposite the station. It was begun before the war, and used as a barracks. But lLs walls have been replastered and the building was com pleted and opened two days before the wedding of King Alexander. The city (h still over-populated, Residence has been refused to 60,000 persons. Prices in the city are very high and dhould the local money im prove in value, Belgrade will rival Constantinople as a city of huge ex pense for living. House rents are pro hibitive for the native, and for the foreigner they range upwards of $100 monthly. Farm land within 30 miles of Bel-1 grado sells from M00 to $300 an I acre, a big price when converted Into tbe ulnar currency of the country. The Hotel Moscow, within the city, re cently sold for 14,000.000 dinars, or upwards of $200,000, a price that as tonished strangers. King's ValmicH Improving The best buildings within the city at the present time are the palaces of the King, located centrally and ad joining. A parliament building is partially constructed. Bushman NINE MEASURES WILL COME BEFORE VOTERS Petitions Are Filed for the NovT ember Ballot 2 PROVIDE FOrTnCOME TAX i Compulsory Attendance Proposed Opponents to Organize to Fight Pannage to Ladt Ditch HA-TEM, Ore., July 6. The voters of Oregon, when they go to the polls at the general election next Novem- ' ber, will be confronted by seven pro posed constitutional amendments and two initiative measures. This was announced tonight by Sam A. Kozer, secretary of state, when the time for filing completed petitions for the fall election expired. All the petitions presented today were accepted subject to re-checking by the state department In case it is found that any of the petitions do not contain the number of signatures required by law, they will be rejected and the amendments or measures will be returned to their Initiators. Two Provkln for Income Tax Included on the ballot at the No vember election will be two proposed ': constitutional amendments providing for income tax. One was Initiated by tho atate taxpayers' league and provides for the levy of an income-tax sufficient to raise one-half of the money necessary to conduct the state ? government. The remaining one Jialf of the funds Is to be raised un der the present system of property tax. The other income tax amendment was initiated by the state grange and provides for a graduated tax on all net incomes for state purposes." The exemptions and deductions un der this proposed amendment are similar to those under the federal In come tax law. The amendment is designed to relieve real and personal property from the present tax bur dens, members of the grange said. Ran on Seines Proposed Another proposed amendment makes It unlawful to use seines, traps and fishing wheels for catching sal mon in any waters of the state, and requires that 60 per cent of the sal mon spawn be planted in the river from which it is taken, not less than 20 miles from its mouth.
