LOCUST AS FOOD ADVISED
WOIXD SOON KID PHILIPPI'S
OP GREAT PE.ST
(Corraapoiidenc of tbe Ajaoclated Press)
MANILA, p. X., June 16. The gen
eral use of locust a food by the
people would soon rid the Philippines
of that peat, which Is a menace to
crops, in the opinion of Director
Adriano Hernandez of the bureau of
agriculture.
"To bring about rapid eradication
of the locust pest in the Philippines
the government should teach the peo
ple to learn more of the table delica
cies that can be prepared from the
insect and to eat more of them," said
Director Hernandez. "If locust con
sumption can be made greater and
more general in the Islands the time
may come when there will be no lo
cust menace at all.' a
As a result of Director Hernandez
observations In several province he
hope to popularize the locust dishes
and to teach the people to eat more
ot the insect. He has prepared a
circular -instructing provincial gov
ernors, farm advisers and municipal
officials to teach the people how to
cook various kind of locust food;
'A circular from the- governor gen
eral's office also Instructs provincial
officials to take steps to eradicate the
locust pest.

( CorrrKtwrndenre of tba AaaoHatad Prima)
I.ONIKIX, June 15. Home Hcotch
men in the houae of commons want
homo rulo for Scotland and intimate
that there may be "trouble" In Scot
land soon If Scotland doesn't get It.
They got an opportunity to say what
they thought about It the other day
when the "Government of Scotland
Bill" was unexpectedly Introduced. So
also did sonte of It opponent who '
were very strongly of the opinion that
It wa not wanted.
Alexander Bhaw, a Scot member,
protested that there was no desire for
anything llko separation In Scotland.
Under the hill tho Scottish represen
tation In tho imperial parliament
would remain unchanged, but one
legislative body would be set Up fn
Scotland to deal with Its local affairs.
Sir Donald McLean, tho staunch
anti-coalition Scot liberal, gave the '
bill his blessing. He alluded to ttte
land hunger In Scotland and told how
It led to the seizure of land there since
tho war. If they had a Scotch legis
lature tho land question, he declared,
would have been setled long ago. At
the next election every candidate for
a Scottish constituency would have
to support the principle of home rule
for Scotland. It would give England
a better chance to attend to her own
legislative business properly. '
Colonel John Ward, who entered
parliament as a navvy and was
promptly acclaimed the handsomest
man In the house, humorously put the
British case. He said he would sup
port the bill If It would keep Scotch
men out of the best posts in England
and Induce them to stick to their own
business at home.
Dr. Murray. & representative of the
Western Isles, darkly suggested that
the house should pas tbe blU while
Scotland was yet calm, and not wait
to be coerced into doing so by the
burning of sundry ancient castles of
Scotland. The bill was finally
"talked out" while there were still a
lot of members amtlous to air their
views about; it. The hops wa ex
pressed that an opportunity might
soon be afforded for really testing
the feeling oC the bouse concerning
the matter. . :;i j.; . .

THE AUDIT BUREAU OF CIRCULATIONS is a' statistical organization
