WASHINGTON. Dec. 21. 0J.W
More than ten years after the end
of hostilities, the World war is still
costing the Tnited States about one
bilbon and a quarter dollars an
nually. lu bis annual report for 1027,
Secretary of the Treasury Mellon
estimated the total money cost of
the war to the United States as
$ar,nVM2J,144. ThU estimate was
revised in Melon's report for the
present year mid the total now is
placed at dtS.v.(iO,2.'V2.0tt:t. an increase
for the year of $1,2-H.60H.!U1.
Continuing cost-s of the World war
are the expenses of the Veterans'
Bureau, interest on that part of the
public debt of the linited States
created as a result of the war, and
cons unction of hospitals for the
care of veterans of the war, Mellon
explained.
Total monoy cost of the war to
this country is arrived at by de
ducting the normal expenditures of
the government during the "war
perimi" from the total expenditures
between the declaration of war on
April 0, 1.117, and the official end of
the slate of war with Germany on
July 2, U2t. The "war period" did
not end officially until three years
after the Armistice and after signing
of the Versailles treaty.
In 1027, the treasury made a de
tailed analysis of the total expendi
tures of the government for the
four-year war period, and this has i
now been revised up to June 30,
102S, together with the continuing ,
costs of the war. j
As a result of this analysis, Mel-
Ion said, it is believed thnt a con- 1
servative estimate of the net cot
of the war to the United States baa,
been ascortained. j
Obligations uf foreign governments
to the United States, which now ;
total $ll,853,40fi,78i"i.r5, are elim-i
inaled from the costs because these
debts Are gradually being repaid by i
most of the foreign governments, j
Payments to be received from abroad
have been discounted In this cost 1
estimate so as to show their present j
value under the various funding
agreements. Tim treasury estimates .
t ho "asset value" of all funded for-'
eign obligations at 60 per cent of
their face value.
On this basis, the present value
of the foreign debts is estimated by
the treasury nt $7,470,000,000. The
debts of Austria and Greece, though
not yet funded, have been included
on a similar 00 per. cent basis be
cause it is assumed that those coun
tries will eventually fund their debts.
The French debt has been funded,
but neither France nor the United
States has yet ratified the agree
