IT LS thought mid argued by somo licwBpnpers and
others in Oregon that tlin repeal of tho state income
tux was due to a belief held by a majority of the voters
that the law was driving investments from Oregon. This
newspaper did not accept that view in the campaign
and does not accept it now. Undoubtedly some people
voted for reneal on that ground. Some others were

inequitable. And wliilo tho theory is incapable of either
proof or disproof, this newspaper thinks the law would
not .have been repealed except with tho support of those
who took the ground last named.
The belief that the income tax Jaw was repealed
wholly because the voting majority believed it was
driving away investments, was the starting ground for
flio Dennis amendment. J I, argued the proponents ot
that measure, people repealed, tho income tax in order
,to make things attractive bore for investors, why would
they not go further and adopt a constitutional amend
ment guaranteeing that we shall have no income tax or
inheritance tax cither for 15 veai'8 to comet It was n
Jiiischief-mnking proposition, as fallacious as .harmful
and as harmful as puerile.
Tliero can, of course, be no guarantee that a consti
' iutionnl provision will Bland for 15 years or any other
term, longer than until tho election "next following the
one at which such a measure is adopted, because a repeal
amendment can bo initiated at any time. Therein lies
tho Dennis amendment's fallacy, Its submission will
open up again tho whole, question of income tax. which
otherwise, following lust November's result, would have
remained settled lor a while. And at tho same e eetion
in which the Dennis amendment is submitted, voters
also win likely Do called upon to pass upon another in
come tax act and quito possibly upon an act to exempt
ngriculture and livestock from taxation.
Kightly or wrongly tho Oregon public believes that
there was inspiration for tho Dennis amendment which
has not appeared in tho open. Tho measure is under
suspicion. Jt is not difficult to find, among legislators
who voted for its submission, (hose who say publicly or
privately that they voted for it under constraint. It is
difficult to find among them any who will defend the
ninendment openly or openly vouch for its worth. The
best any of them appear willing to sny is that it will do
no barm to let tho people vote on tho questions involved.
But it will do harm. Jt will open up again tho whole
income tax fight and aggravate the class or sectional
leuung iioiweou larmer voters and those, of t.ho towns,

Washington district, and the first
trespass case, has been reported by
the forest service. The first occurred
