The Stat a Depart men t'l High Hat.
(New York World)
Yeiterdny all the newspapers fn tbe
Timed Hiatea look part in a rant
bootlegging operation. Tbe .State I.e
partnjent acting through a few bam-,
booxled bureain-rats and a timid little
8ecriary of Ktaie, had enacted na
tional prohibition against free speech
for a huropean exile.
Ho the exile went to a free country,
Canada it bappeued to be, and the
American newspaper sent their re
porters v him and the next morn
tiig served up for Mr. Coobdge end
Mr. hellogg and Mr. Castle to enjoy
at breakfast ell and a good deal mure
thai. Count Knrolyl would buve said
if he hud not been forbidden to talk.
This leaves the State iJepartuieut
decidedly unimpressive
rvrong, it has been
stupid, and now it has been made
ridiculous: it inflated its chest, lifted
its eyebrows and put on e very high
hat. Hut the American reporter seat
ed himself on. the high hat, and as a
contiiMiucnca, the American people will
restore free speech while the .State
lJepartiucnl U trying lo recover its
dignity. At the next session of con
gress Mr. Itorab haa promised to
move for tbe repeal of the powers
which the department haa shown it
self ao unfit to exercise.
It la apparent that the department
rnnnot be allowed to prohibit free
dom of speech. The bootlegging of
liouor In bad enough ns a breeder of
lawlessness, but if in addition the
country goes In for tho bootlegging
of Ideas, It will become a nuisance.
If every lime a visitor who want
to make a speech that the administra
tion doea not like baa to go to Canada,
or Cuba, or Mexico, and bellow it
arrows the border, It really will be
most inconvenient.
Bugology Will Now Come to Order
EUGENE is not to go on drinkinff AVillnmetto river
water. That is tho outstanding favorable rnmilt of
yesterday's special city bond election. AVc shall do
away with tho necessity for drinking filtered sewage.
We shall havo water from tho far famed MeKenzie,
and in inaugurating that project we shall bo taking the
first steps towards bringing into tho greater and more
populous Eugene of tho future, water from the high
Cascades that will bo absolutely pure. j
Of next importance in tho election results was tho
nrrvinc if fhn nrnnoRnl fnr (ho new reservoir and water

mams. It was u necessary measure, because some sections . k H n, bn
of tho city alrendy aro sintering lrom inadequate water
pressure, and tins condition would navo ueon contin
ually aggravated with continued building growth and
installation of moro and more water services. Early
returns from the election count had indicated tho de
feat of this measure. That it finally emerged a winner
is causo for satisfaction.
The carrying of the bond proposals for sewer recon
struction was another highly valuablo consummation.
It was a measure of necessity for tho protection of the
publio health. And tho carrying of tho proposal for the
paving of street intersections 'will insuro tho progress of
Iho paving progranimo so necessary to tho city's con
tinued expansion.
By their votes tho pcoplo showed that they knew
what they wanted. They wcro willing to voto bonds of
whoso necessity they wero convinced, but not otherwise.
IWhethcr the majority judgment was the correct judg
Imont or'not in every case may bo questioned by some
I who have studied and aro closely informed on tho issues.
Hut tho verdict of tho ballot is tho verdict of the ma
jority and this is n land of majority rule. There should
ne complete acquiescence in the results, and conformity
to tho necessities of thoso, results.
A Case and a Cause.
npjlERE lives in Eugeno a young woman, tho wife of
- n ninn who served overseas in tho great war. Nic
And her two small children aro almost entirely destitute.
n tho miserablo ami miserably furnished place where
they resido there was found last Tuesday by one who
had gonn to investigate, not ono thing to out except po
tatoes. The husband and father had become mildly in
inno recently as a result of an injury which ho sustained
whilo in France. lo was taken to a government hos
v iiital in an adjoining state. No provision was mado for
Lis helpless family.
That js, no provision was made for them until the
American legion post in Eugeno heard about them.
Then thorn was quick action. From (.ho legion's slender
and depleted relief fund groceries were bought fur the
veteran's wife and children. They aro not hungry now.
Tho ease is typical of many which the local legion
tost is called upon to relievo and does relieve. There
I. provision by the federal government for giving hos
pitalization and care to disabled veterans. There is pro
Vision for direct, aid to them ami their dependents in
C. ses of established proof. Hut frequent eases of dis
ability long deferred but nevertheless directly the result
of war service keep cropping up. Proofs of disability
efler the lapse of (he yours aro hard to get. and the pro.
cess reouiies time. Sometimes tho disabled man finds it
'impossible, to establish contacts at all that will enable,
him to make his proofs. Moauwhilo his necessities and
thoso of his dependents are grenf. .That is when the
American legion post steps in and, through its relief
fund, extends help.
The American legion is preparing to give n spectacle
ml entertainment at' the armory on the evenings of
April 24 2.1. If you Ket a couple 'of tickets through the
mail with a request to buy, don't send them back. Send
a dollar instead. One of tho beneficiaries of the proceeds
of this show is the fund for tho disabled war veterans. i
l , referred to in tho foregoing. The other beneficiaries
.iro likewise worthy. They are the W. ('. T. V. children's

Here and There

An article is at hand which reviews
stato recent legislation iu screral

economy. The work of the Oregon

is nut mentioned. In New York, the
income tax witti cut L'j per cent and

The women of the Christian church

The plan to attend minus millinery

be there for the usual purpose. Then
and there the men were challenged
to an attendance contest, the women
agreeing to wear no hats and none
were worn yeaterday except by visit

LIKE TWO PEAS
IN A POD
To the casual observer two violins look n much alike as two
peas In a pod. In color, shape and stringing they appear to
be twins. But in the hands of a master one may be worth a
king's ransom, the other a beggar's purse.
To the casual observer all banks, too, appear alike. Their
buildings are much the same, their services tally one with
. the other, nut ask our customers nnd they will tell you.
Their answers will be something like tills:
"There is one bank in .Eugene where you' can be sure of al
ways getting more than you expect, and that Is the United
States National. For the past thirty years that organization
has helped Eugene's business grow and prosper. That's ths
bank for you.
