cording to a bulletin from the Wash
ington, I). C, headquarter of the
Niitionnl (Jcosranhic Boeiety which
points out Hint, like adequate rico
siipplicn in China, putatoea in Ireland,
or wheat in Huasia. a good Block of
corn in .Mexico in likely to contribute
tounpl general conteuinent and ata
bilily. Moxicin Staff of Life
'Corn or maize Ib the staff of life
in Mexico," Bays the bulletin, "but
lo the Americana used to hia substan
tial and sizable loaf It is likely to
appear a soinewlmt frail prop. Most
of the Mexican corn la not milled into
meal or flour. It la laboroualy
crushed with small stone, rollers by
band, in millionB of kitchens and
doorvards. The crushed grnin is then
moistened into a stiff paste and
cooked on n griddle into what the
average visitor from the north of the
Itio tirande would term a 'tough,
flabby pancake.' These arc tortillas,
the most generally used articles of
food In Mexico. They are cooked in
the home, In restaurants, over braz
iers in tbo market place, or tnken
cold hv the laborers in their lunch
packets. Nor aro they unknown on
the tallica of tho prosperous. When
ever food appears in Mexico tho tor
tilla slands well to the fore.
"Not only docs the tortilla look
unappetizing to tho outsider: it is
aurc to prove unappetizing if he fol
lows his first impulse and treats it
like a pancake, for it is tough and
rather tasteless. Hut treated as
bread, tho tortilla will mako n much
better Impression. Tho proper trick
is to roll it tightly bo that it will
be manageable and will retail ita heat.
Jt then becomes a bread-stick whoso
fpirnled end will melt a bit of butter
and furnish a really delectable bite.
"Roll Yo'ur Own"
"If one casts aside outlander no
tiona of etiquette he can enjoy hiB
tortilla even more. If the rolled end
Is dipped into the fiery sauce of chile
con carnc or the highly Bcasoned
gravy of a stew, it furnishes delight
ful morsclB. Among tho millions
rather than the thousands of Mexi
cans, however, tortillas are eaten day
in and day out with boiled brown
beans.
Corn contributes to nnother im
portant Mexican dish, tho laninle.
The raw corn pnslo ia flattened out
as though tortillas were to be made,
tin the paste ia spread a thin Inycr
of minced meat and pepper pods. The
two layers am then folded up bo that
the meat and pepper form an inner
core with a sort of capsule of corn
paste around It. Kndi piece is then
wrapped ill a corn shuck made pliable
by soaking in water. Numbers of
these are placed In a tin vessel and
cooked by steam, then served piping
hut both with fire and pepper.
Natlvo of West
'Indian u or inuize is almost
milveraallv lll'llevcd by botanists to
have originated in the western hemis
phere, probably in Central America,
uiiliind South America or Mexico. It
was wholly unknown in Europe and
the Near Kant until lifter tho discov
cry of America.; but it la so prolific
a crop and the grain Is so satisfac
tory as a food for both man and live
stock, that Its culture .spread rapidly
over the world after tho sixteenth
century. Tho I'nited Htntes contin
ues to be tho dominant producer of
maize, but Argentina is getting to be
n considerable rival ami exports mil
lions of hitshcla.
"Throughout Portugal, In pnrts of
rlpain, In southern France, in the l'o
valley of Italy, and III the countries
along the lower llantihc, maize is a
valuable crop and the grain an liii
portnnt food material. The Auieri'
can from the 'corn belt' who uiuih
11 trip through these countries would
bnve surprises aplenty in tho tlitfcr
cut methods of handling and raising
corn. In l'ortugal he would find com
not being 'shelled' by machine or
band, but the cars spread nut on a
threshing floor, being beaten with
flails, A coarse bread of corn meal
mid rye flour mixed is eaten through
out Portugal.
"In Italy corn Ib seldom made into
bread. The meal is madu into a thick
porridge containing bits of nient and
called 'polenta.' A coarse bread of
inaixe meal is Bold on tho streets of
Constantinople.
Corn Not Corn
"In Kgypt, South Africa, Syria,
I'ersia, India and even China, Ameri
can corn is grown, though it is given
( n different name in each locality,
ranging from 'mealies' to 'Turkish
wheat.' The stalks are valuable for
fuel in the almost treeless Nile delta,
and are used also by the felialieen
in building their simple huts.
"Certain old records in China indi
cate that corn was received at the
court as tribute from parts of the
empire before the discovery of Amer
ica. This has 1 11 taken by some
student as pointing to an Asiatic
origin of the plant, but the general
opinion Is that Aiuerien whs the home
nf com, and that if it appeared In
China before the vorsge of Colum
bus, its presence rather iudii-ntes a
pre-Columbian traffic between Amer
ica and Asia.
Different Olshet
"In the I'nited Slates corn finds
lis innst important use a n food
for livestock. Million of bushels,
however, are exported to Kuropr, and
other millions are used as raw mater-1
inla in industries. Com starch, corn I

in law violations in lit-1, nnd this
notwlt!istaidinn that law officers are
without authority to inspect breweries
during Iwo-thinlM nf each 1' 1 hours.
Hut only nine breweries wero pad
locked or permanently enjoined from
business by the I'nited States courts.
Here is the dt'ftcriptiou Governor
Pinehot given of the method of op
erations: "In the find Pennsylvania IMstrict
there are 17 distillers, deunturcr
and Imndcd dealers nuthoriied under
federal permit to sell denatured al
cho nnly to inanufHcturers bold
ins federal permits. Such manufac
turers nuthorixed to make toilet wa

by the use of specially denatured

Liquor la Re-Sold
"Having withdrawn a consignment
of specially denatured nlcohol, and
having nstensibily but not in fact
manufactured it Into toilet waters,
hair tonics, or tobacco sprays, the
crooked manufacturer proceeds to re
sell it to n so-called cover house, of
which there are 74 known to be used
by Philadelphit manufacturers.
"The cover house is paid a com
mission for the use of it name In
concealing the delivery of the un
manufactured alcohol from the sup
posed manufacturer to the distiller
uud the bootlegger, This commission
is usually Tt per cent.
"Of the 1 ;"1 manufacturers of toilpt
waters, hair tonics, Hnd tobacco
sprays nearly every one does bis sup
posed manufacturing in a single small
room or small building, utterly inade
quate in size and equipment for the
business alleged to be conducted in
it. The premises of the cover houses
are similarly inadequate for the busi
ness they are alleged to do.
Big Majority, Charge
"Of these l.l niHiiiifiK-tiirers, 128
were found by state officials to be en
gaged in violations of law or in crook
ed practices to cover such violations.
Of the 1-S only t'l had filed incor
poration papers in this state, and f7
were doing husinetot in contraven
tion of the law which requires the
true owners of a concern to register
their names in Hurrisburg.
"None of thewe concerns keeps
regular books, and most keep practi
cally none nt all. Probably 1M) per
cent of them could gather up their en
tire manufacturing and office equip
ment in a small delivery wagon and
leave for parts unknown, as did one
of the nine largest cover houses when
state officers made an appointment
late in the afternoon to see the pro
prietor next morning.
"Of the 77 permittee manufactur
ers in Philadelphia which withdrew
over 1 ,000.000 gallons of specially de
natured alcohol during the first ten
mouths of 35)114 and sold to the 74
cover houses already mentioned, ti'i
were cited during the year just post
for violations of law, 34 were doing

Few Prosecutions
','Out of I'M) manufacturers in the
Philadelphia district cited before the
federal prohibition authorities during
11 months of for violations of
Inw, and to show cause why their per
mits should not bo revoked, 121 held
permits to make toilet waters and
hair tonics. On I'ec. 1, so far n
records disclose, only 10 permits had
been permanently revoked, of which
17 made no defense, two agreed to
surrender their permits, and nil were
minor offenders.
"One of the most powerful helps
for breweries raught in violation is
the law's delay. The Ashland Itrow
ery. for example, was first caught
violating the law by the state police
on March l.r. lirj.". Proceedings to
close it ore still, pending. The Faglc
Brewery was caught first on July 31.
102-1, and has been caught five times
since. Proceedings to close it are
still pending.
"Of ihe breweries caught by th
state police in' 1024, 1.1 were operat
ing under federal permit, white one
was actually caught producing strong
beer after it had been seined nnd was
actually in the custody of tho I'nited
States Marshal."
