Passports Denied
Neither tho government nor the
muIs will grant passports to these
"omen although requests arc inadc
Lilr for this privilege. Tho British
,crnment, according to their law,
believes that the woman becomes an
imcrican citizen on marriage and
ilicrcforo refuses passport facilities.
Tno American consuls have relented
10 the extent of issuing letters ex
plaining that the person cited is mar
ried to an American and although
technically not an American citizen,
rcnucBtiug that passport privileges be
auled. The consuls refuse to ac
cept any responsibility, however, and
it j9 entirely on the suffrage of for
eign governments that these women
arc allowed to enter foreign coun

tised as passports, but even despite
this precaution mnny holders have
been refused admission to European,

Laws Loft Unchanged
Several attempts to have the mat
ter satisfactorily settled have been
nude by Anglo-American organiza
tions in England but just now there
it no disposition on the part of cither
government to change the existing
law. The last English government
roasidered the question and went so
far s to agree to place tho mntlcr
before parliament, but the present
conservative government ib not tak
ing any steps in thnt direction.
Most of the women affected have
no opportunity of residing In tho
b'nitcd States for the yenr required
to obtain American citizenship nnd it
11 for this class that an appeal will
shortly be made by 1111 American
vomen'B organization in London to
the American government to modify
the existing law so as to allow a "dec
laration of intent" fo be substituted
for the residential period in America.
The number of these women with

of about 500 a year.

Attempt to Discredit Air
Service Worth is Charged
I!y LARKY lidAKOMAN
(XK.V Service Writer)
WASHINGTON, Feb. IKS. -Failure
of the nnvy to sink the battleship
'nshington by nei-ial bombing wns
nn attempt to discredit the effective
ness of air attack.
This is the statement of General
William Mitchell, army air service
chief of staff.
Mitchell, declared thnt the navy
could have sunk the Washington from
tho air with greatest ease, but that
this was not done because tho navy
wanted to build a barrier in the
wny of replacement of battleships by
airplanes. Light Is Shed
Students of aeronautics state that
if this bo tru6 it sheds light through
the fdlds of mystery which havi so
far been draped around the episode.
After every effort to save the newly-built
Washington had failed, she
was towed off the Virginia capes to
be offered as n sacrifice to the dis
armament pact. The navy was exe
cutioner and nnvf aviators were ns
stigned to administer the death blow.
Air Attack Fails
Hut the Washington refused to
die. Day after day she rode the
waves as -the nnvy flyers peppered
her with bombs.
At last, after the avintors had
fniled, she was sent to the bottom
by big guns. The point was appar
ently proven that aircraft are inef
fective ngainst modern battleship con
struction. Hut no report on the sinking wns
ever given out. No pictures were
made public. It wns impossible to
find out what type or size of bombs
were used, what hits had been made.
All information wns withheld on the
ground that it was "confidential."
Kvcn army air service officials failed
to get tho details. The whole af
fair was an official navy secret.
This mndc students of aeronautics
skeptical.
Mitchell Tells Why
Genernl Mitchell declares:
"No ship that has ever been built
or ever will be built can stand up
under a real air attack. Any Miip
enn be sunk from tho nir in a few
minutes.
"If a .r00-pound bomb won't do

And if one bomb won't dn it. two
or three or four of them will. There's
no limit to the number that run lo
used. The navy didn't ink the Wash
ington by air nttnek because the
nnvy didn't want to sink her by ntr
attack.

Battleship Doomed
"The days of the battleship are
over, tit her nations recognize the
fact. The two new English battle
ships, Itodney and Nelson, arc noth

"Hut the nnvy does not want to
admit this. It wants to prolong the

it tried to estnblish the false impres
