"ii lly" .Mitchell, "Hilly" inevitably in
go.ng to "get" theui.
Auti'lifJl declares surface armies
ami navies are obsolete, or ncarl$ so
-that aviation is the "whole thing."

His challenge is one the army ami

Mitchell in discredited, promptly and
UiurouKitiy,
Surlnee. armies and navies cost like
everything. !f they really are no good
any more, the country, which piiya for
them, ih sure to let out n blood-curd-ling
yell to congress to cut their ap
propriation right off.
An economy of $WI5,5lM,5i'!U--which
is what the army it ml navy cost
during the finenl year HUM will be
mighty popular with the taxpayers, '
too, if it can be justified, as "Hilly"
Mitchell says it can.
Up In Next Congress
The present ivjugress won't get i
much of this reaction to Mitcbell'H as- i
scrtions. There won't be time between i
now and March 4. There'll be plenty I
of time before the next congress!
meets in J eeeinbcr, however, and
' army and navy men realize it full
well.
The question in;
How, in the meantime, can Mitchell
be squelched '
Mitchell himself has been accused
openly of insubordination and diso
bedience of orders, Het'oro a court,
martial, probably, some of these
charges could be made to slick.
Kven if not driven nut of the ser-.
vice, hiH advancement in It might be
blocked. Mitchell isn't a full-fledged
brigadier. He classes as one only
while be remains assistant aviation
chief. -
Colonel is his actual rank. Depriv
ed of bis present assignment, he
would be demoted in effect.
This would punish him, but would
it Mint nun up
Possibly it would shut up an officer
whose bread and butter depended on
bis job, but Mitchell is independently
rich.
The army or navy officer of ortho
dox Wont Point or Annapolis educa
tion is sensitive to his fellow profes
sionals' attitude toward him.
Not a West pointer
hut Mitchell isn't a West Pointer.
XJc rose from the ranks.
More, he is contemptuous of West
Point and Annapolis men.
Jle says their tniinlug is out of
date. Wrong ideas are drilled into
them deliberately. Their Instructors,
be maintains, so over-emphasize the
importance f surface ' armies and
surface fleets that they're incapable
of gripping problems of the air. j
lie considers himself fortunate in
having escaped this curse. He told
the congressional investigators so.
Thus, rather siugularly, though one
' man la opposed to tlm entire nrmy
uud navy of the United States, the
odds are rather on his side,
It Is more than likely he will he
forced out into civil life, hut what
then?
Why, be snya he'll run for congress.
His father wa r senator. He has the
political flair. If he runs the chances
are he'll be elected. In the house, of
representatives he might be a greater
grief to army uud navy men of (he
old school tbau ho is now.
