CLEAR LAKE PLAN
Eugene citizens at a special
chamber of commerce meeting
last night, took a decided stand
against the senate bill No. 102
permitting incorporation of val
ley towns to develop the Clear
lake water and hydro-electric
power project, and divided their
decision on senate, bill No. 103,
commending that part that estab
lished a reserve to protect , the
watershed but opposing the sec
tion providing for a hydroelectric
power reserve on the McKenzie.
Bill No. 103, it was felt, inhibit
ed development of ' the McKen
zie by private capital, while- bill
No. 102, the committee decided,
would "commit the Htaie to the
principle of public ownership, op
eration and distribution of hydro
electric energy."
The chamber's legislative com
mittee, reporting on the bills,
consisted of L. K. Dean, John B.
Bell and George Walter Griffin.
After mentioning the effect of
the measure upon . taxation, the
report concluded:
"Pure water has been the talk
of the people of the Willamette
valley for a considerable period
of time, and it seems to be the
hope of the proponents of this
bill that Clear lake will be util
ized as a source of pure water

gene and the smaller municipali
ties in the valley. Its purpose Is
a most laudable one, and is
worthy of the most serious con
sideration and if the bill under
consideration were so confined
to the development of the Clear
lake system your committee
would feel like giving its approval
notwithstanding the fact that we
believe that even confined to the
wafer By&tem alone, It will be
many, many years before the pop
ulation of these, municipalities
will Justify the enormous expend
iture necessary "to dovelop such
a system. As it occurred to your
committee, the main purpose of
this bill Is .'he development of
hydro-electric power and the de
velopment of a pure water sys
tem Is only secondary to that
of electric energy.
"In view of the foregoing your
committee cannot but recommend
against the adoption- and passage
of senate bill No. 102.
"Senate bill No. 103, of which
the members generally are famil
iar, is reported back without recommendation."
