Tie ueusury has accepted the statement ut iutun Spencer Churchill, chan cellor of the ltritish exchequer yes terday on allied debts, "a obvious aud logical' and has do intention of uiukiog any further comment: , This ufticial expression was inate today after a conference between Secretrny Mellon, Under Secretary Winston and Assistant Secretary Wadsworth at the treasury. ENGLAND PLEASED I0.1JUN, Dec. 11 PJ Winston Churchill's declaration in his fir speech in the house of commons chancellor of the exchequer, thnt th government cousideis it essential thn auy payments made by tireat ftn am s debtors lu Europe to the UuM- ed States Bhould ho accompanied Kim uitaneouBly by proportionate p:i, ineuts to this country pleases th press and populace immensely without regard to parly or sixe of pockctbook. i.very morning newspaper displu) tin account of bis speech more proio inently than anything else in Uie dny news, relating to second place one ni the worst fogs in years which ha kept London dark and diurnal for mui than 38 hours and which this morn ing was still as dense ns ever. No Nation Mentioned. Tho chancellor did not mention any debtor nation by name, but sluiout every newspaper speaks of Prsnc whose emmissariea have been dis cussing the debt subject in Wnshill; ton. The press with significant sol dity, lakes the position that if Krone begins paying hT debt to America is only fair that she should at the same time, start settling with (jrou liritain. . Tho Rritirh position In the pop ulnr mind may be summarized as fol Jows: Ureat Uritnin borrowed roucly l,(MK),0tO,OUO pounds sterling and lent twice as much to iicr allies. Sho 1 paying her own debt, but ia receiriui nothing from her debtors. If sb ca coUoft, from her allies and Ucrmany together, enougli to meet the Aine.--iean demands upon thn public nurse, she will be satisfied and relieve bet debtors of the remainder of their oh ligations to her. It ia held Jiero thn Great Britain borrowed not fur h self, hut because her allies were bur- rowing from her. Newspaper Speaks. "It is obvious,' says the Morning Post, "thnt we cannot bear all the sacrifice, despite tho somewhat bur ren glory which we reap for our gen, erosity. At the name time as M Churchill more than lilnted thin conn try does not wish to pursue, nnv nig- gardly r'dlcy toward France. It seems then thnt tho next step lies with the Limed Stntes. "It is primarily a moral but It fs also a business issue, for a too rigid creditor suffer In the end almost ns mueli as his unfortunate debtors." The Daily News says the whole question is one of equity from cvory point in view of reason. Ihe Westminster Uuictto snys tils cnm. nation between one creditor an, . auotJier would nut bo tolernted In nrl vate law, "and if attempted in Iliil ensa would ruin French credit on the London market. The Dally Uraphlc remarks that mere is "an Impression both la Franc and Italy which it may nopeo will oe corrected by Mr. Churchill's words thst their Joint debt nf 1,100,000,000 pounds sterling to us does not matter, or at easi that its consideration can be deferred to the unspecified future." "This will to pay," the paper eon tinues, "ia almost wholly larking among toe mass of the people and .h l jht to pay is flatly denied by so-ne sections, air. (nurclillla proposal ii- not so iniinn n bargain as a gift gift without parallel in the relsilo: of nations. II means that we demand from the allies and (lermany only wnat win enable Ureas-llrltnin lo re pay the American debt."
