ward progress has been made toward the
establishment of.ja permanent tribunal
for a consideration of the questions that
may arise from time to time between na
tions, i
. It was takep, for granted that the
president would; hot favor any plon that
would toke the Vnited States into tbe
league of nations as it existed. Some
uiougnt that -a A might be willing to ac
cept the organization under n new name
and with changes made in the covenant
to suit tbe reservations adopted by the
I'nited States senate.
As time went on. it been mo evident
that the president and his advisers would
prefer a new organization quite different
in its general plan from the league.
u was intimated tbat the court of arbi
tration will be given a larger jurisdiction,
that a certain code of international law
would be agreed upon and a commission
of inquiry established for the investi
gation of disputes which cannot be sub
mitted to arbitration are settled hv the
application of specific rates. The four
power agreement was pointed to as nil
illustration of the general principle tbat
would be followed.
Now. however, it has leaked out that
cooperation is being planned upon quite
a different line.

Instead of one lengue of nations, made
up of representatives of tbe govern
ments, the nations will be divided into
four groups, each group representing n
georgraphieal area. One will include all
of the governments in the western hem
isphere; another all the countries in Ku
rope; a third all the countries in Asia
mid a fourth will be made up of a Pa
cific group.

uties is considering a bill designed to
relieve the severe housing shortage, with
the unique provision nf "the bigger the
family the cheaper the rent."
Tlie bill provides for the construction
of 500,000 cheap flats by tho govern
ment to he completed within ton yvnrs.
The fundH of seven billion francs neces
sary for the construction would bo rais
ed by a loan.
In leasing the flats, preference would
he given to working men with large fam
ilies nnd the rent would be reduced in
proportion to the number of children. Ac
cording to tbe tentative plan, a family
with three children would pay about half
the rent exacted from a family with only
one child.
The scheme n Intended to encourage
large families to offset the constantly
decreasing birth-rate In France aid the
losses during the war.
