Discussion centred for the most
part about the various units ol school
administration as found In the l ulled
States. The first one considered was
jthe plan of the township unit, which
hits prevailed for the most part In
, New England since the begtnutng of
1 American history. In h:s plan the
town or township Is the unit, and the
county and district arf unknown, ex
cept as the needs of the sparsely set
tled parts of New England have eaus
jad the creation of districts.
Another plan Is the county and dis
i trlct plan, which prevails throughout
:the South and West, and may be
j termed the "Oregon plan " By this
plan the state is divided Into coun
ties, and the counties Into districts.
Each county is supervised by a super
intendent elected by popular suffrage
land the local affairs of each district
I are attended to by a board of direc
tors elected from among the citizens
'of the district.
A third plan is the "Utah plan."
In which the unit is likewise the
county, out in wnicn uiere are no uis
trict boards, one board being elected
for an entire county and assuming
for the larger unit the duties per
formed In Oregon by the boards of
the smaller units or districts.
A fourth plan, found in some of
the states of the first Northwest, not
ably Illinois. Indiana and the Dako-
tus. is a mixture of the township and
I county plans. It varies much In the
'several states In which II Is in Corce.
Most of the members of the School
masters' Club were of the opinion
I that, however well suited the town
shlp plan may he to the thickly set
tled region of New England, the lime
I Is yet far distant when It can be ac
cepted with benefit In the South and
West. For the same reason the
I fourth plan, or mixture of the town
ship nnd county plans, is not feasible
in such a thinly settled state as Ore
gon.

opinion. At the conclusion of the
discussion, somewhat over sixty per
I cent of the teachers present express
led themselves as of the opinion lhat
at the present time the Oregon plan
is better suited to the needs of the
state. Its advantages were held to
be the maintenance of the American
' principle In school matters, and the
ultimate though grndual attainment
i,f efficiency through the fostering of
lineal pride and Interest In schools.
The (allure to get good teachers
was assigned to several causes, among
'them being low requirements for cer
tificates, low wages, and often a lack
of sufficient care in selection on the
part of local boards.
Those present agreed that suhdl
vision of districts is tottered by the
low requirement of ten census pupils
'to organize a district and six to con
tinue, and by the law which allows
leach district three hundred dollars
from the county fund. Fifteen pupils
as a basis for the organization of a
district was the minimum suggested.
The lack sf efficient supervision
was discussed with reference to the
office of county superintendent of
schools, as that officer is the sole su
pervisor of the rural districts. In
quiry showed the average snlary for
county superintendents to be at least
tin per cent below that of city super
intendents in the county seats. Such
a, salary, it was held, will not secure
for n term of any length, an efficient
;iud successful teacher for this Impor
tant position. That the fixing of the
salaries of county superintendents has
long enough been a matter for legisla
tive lobbying, nnd that n statute
should be passed fixing minimum sal
