DEVELOPMENT AND FACTORIES
Uncle Sam is in a position to distribute as many jags as
8000 barrels of whjskey will make, as he has just confiscated
that quantity of the old stuff as a result of catching a Maryland
distillery playing tricks with the internal revenue laws.
With only half the city covered by car lines, The Guard
makes the prediction that if the Portland, Eugene & Eastern
does not get busy soon, there will be another local system begun
before the end of the present year.
. Eugene wants factories with their payrolls to build it up into
a great city. There is no denying this, although for our present
population, with our sawmills, planing mills, woolen and excel
sior mills, incubator works, iron foundries and many lesser in
dustries we are quite well supplied as it is. The question be
fore us is will the industries of the future keep pace with the
rapid influx of population?
We cannot help but believe this will be the case, if we pro
ceed to develop the surrounding territory along the proper lines.
Capital is ever ready to establish factories where there is a pop
ulation demanding the output therefrom, and more people will
naturally bring more industries of a character adapted to our
needs. But to properly develop the country better railroad fa
cilities are needed, especially electric railways. Small farms
must be the rule if the Willamette Valley is to supply homes for
all tbe thousands of people who will come from the East and
Middle West in the next five years, and to make such farms pro
vide well for the people who cultivate them the markets must be
brought to their very doors through the medium of the electric
railway. ,
It seems to us that we have reached a stage of development
where the building of suburban railways is almost imperative.
Local capitalists and property owners in a city like Eugene could
well afford to invest liberally in such enterprises, assured that
once such lines are begun outside capital will be ready to take
them over and extend them throughout the valley. They will
pay dividends to stockholders, build up the cities, develop and
settle the country. t j
If the boosters of Eugene will work along this line of practi
cal development The Guard believes that factory payrolls will
come in the natural course of events, because we have the raw
material and the water power. What we need most is a nearby
market for factory products.
Though the last of the original "Gibson girls" is about to be
married, there are thousands of excellent imitations still open to
proposals. Get busy, boys don't keep 'em waiting.
No editor who has been up against their efforts to sell him
stuff takes any stock in the idea that poets don't know how to
work he knows they work editors all the time.
Castro should make a break for Turkey at the earliest pos
sille moment. It is the one spot in Europe where the conditions
are such as would make him feel completely at home.

pany, the privilege of 'building a sta
tion at the top of Skinner's butte.
The location will be just east of the
big reservoir.
Work on the station will 'begin at
once, Says Engineer Thompson, and
It is expected to have It completed
in two or three weeks. The plant
will consist of a tall tower over 100
feet high and an office beneath, be
sides the Instruments used In receiv
ing and sending the messages. The
office will be a wooden structure and
will be 10 by 12 feet In dimensions.
