tlal manner, Judging from the large '
volume of packages being received '
at the office In this city, nut as us
ual at this time the people are not j
giving the proper attention to the
wrapping and tielng of their parcels, i
which works confusion and causes '
a great deal or unnecessary labor to
the overworked postal clerks.
Here are a few rules that will
make tho clerks at the posmfiiee
happy and facilitate the handling of
mo illicitae mail, ir one obeys them.
.Mail matter should be addressed '
legibly and completely. To insure re- i
turn iu case of non-delivery the send- i
er's name and address should lie i
written in tho upper left-hand corner j
of the letter or parcel. I
Many articles are damaged in the '
mails for the reasou ihey are not
securely and sufficiently wrapped to j
withstand tho weight and handling '
to which they are necessarily subject-
eu.
It should bo borne in mind that ar
ticles are thrown into bags with other
limit matter and when addressed to
small towns where mail trains do not
stop, the bags containing them are
thrown from a fnst-nioing train.
There are four classifications to
domestic mail matter.
First class includes written matter
and ninttor not open to Inspection.
Second-class includes newspapers
and periodicals bearing notire of en
try as second-class matter.
Third-class Includes all printed
matter upon paper not having the
nature of actual personal correspon
dence, except newspapers and period
icals bearing the notice of entry as
second-class matter.
The fourth-class, which probably
Is the most popular at this season, in
cludes merchandise not comprehend
ed In the first three classifications.
Four pounds Is the limit of the
weight of matter in domestic mall
for each package. -
Matter of high class Inclosed with
matter of low class subjects the
whole to the higher rate.
For first-class mail the rate Is two
cents for each ounce or fraction
thereof.
Second-class unsealed requires one
cent for each two ounces or frac
tion thereof.
Fourth-class unsealed requires one
cent for each ounce or fructiou thereof.
Postngo on all domestic mall must
be paid In full.
One can Inclose In a package of
fourth-class matter a single enrd
bearing the name of tho sender and
such Inscription as "Merry Christ
mas", "Happy New Year," "best
wishes," etc., without affecting Us
classification.
All vulunble letters and parcels, as
well as those without intrinsic value,
the correct delivery of Vhlch is Im
portant, and those for which the
sender desires the nddresse's signa
ture, should be registered.
The registry fee Is eight cents for
each separate parcel or -letter.
