Los Angeles, Cal., Dec. 1 -"There
is distinct belief here that Frauds J,
Heney Is paid from the secret service
fu ''s of the government for his work
in San Francisco," says Harry C.
Carr. Washington correspondent f
the Times, la an article printed here
yesterday.
"As a sequel of the Aldrich reso
lution introduced in the ser.ate the
secret service system will bo thor
oughly Investigated and various dark ;
mysteries Inld bare," continues Carr.
"The resolution has special refer
ence to 'special attorneys' employed
In the 'investigation of possible
crimes.'
"The big question before the sea
ate was whether the president of
the United States had the right to
use government money to send spe-
cial prosecutors into California on a
purely local city fight. The ques
tion did not come out from hiding,

San Francisco, Doc. IS. Francis
J. Heney In a stntement to the Unit
ed Press yesterday denied flatly aud
emphatically that President Itoose
velt had anything to do with his ac
tivities In the San Francisco graft
prosecutions.
Referring to tho article by the Ixs
Angeles Times correspondent Heney
said:
"It is absolute rot. There Isn't the
shadow of a reason for making such
statements.
"Any statement that I received
money from the government for my
work in San Francisco Is false. Pres.
ldent Roosevelt had nothing to do
wilh my coming to San Francisco to
take up the fight. Neither did ho
have anything to do with Detective
William J. Horns' coming here. Mr.
Burns resigned from his position with
the government that he might be
able to devote all of his time to the
work here.
"Any talk about the government
having control over me Is absurd.
There was no time when I was prose
cuting cases for the government that
I was not at liberty to drop the work.
I withdrew fro mthe government
cases so that I could give the time
that was necessary to the San Fran
cisco prosecutions."
