IS AN ANARCHIST
Now York, Dec. 14 Indirect but
Jointed criticism of Roosevelt's at
titude toward the judiciary were
made by Chief Justice Mitchell, of
the Pennsylvania Soelety of New
York at a banquet last night. The
chief Justice did not mention the
trust law and made suggestions' for
chief executive y name, but left no
doubt through quotations and allu
sions to various matters of public
knowledge as to the object of his
criticism. Mitchell among other
things said:
"The only Just criticism of a
judge's law must come from a court
which knows the law and has juris
diction to declare it. Dissent from
his views based on individual opin
ion of what the law ought to be,
whether It comes from an executive
or hoodlum, leads directly and by
short steps to anarchy the asser
tion .of individual will against me
settled lnw."
Mitchell pointed out that If the
law Is not what the people want it
should be changed, "but let It never
ho lout slorht nf that the authority to
change it is legislative and not judi
cial, still less executive.
Replying to the toast, "The Dar 01

FARM PROSPERITY
Washington, Dec. 13. After 12
years of service as head of the de
partment, the secretary of agricul
ture in his annual report issued to
day presents a' review of the progress
of agriculture in the United States
during this period. Concerning the
farm production of 1908, he says that
the farmer has created wealth by the
billions. Production has been above
the average of recent years with few
exceptions, and while some prices
havs fallen, others have risen.
The farm value of all farm pro
ducts of 108 reaches the most ex
traordinary total in the nation's his
tory $7,778,000,000. This is about
four times the value of the products
of the mines, including minerals, oils
and precious metals. The farmer
contributes 87 per cent of the raw
materials used in those manufactur
ing Industries which depend mostly
upon agricultural . materials, and
these Industries use 47 per cent ot all
materials used in all industries. .
The gain in the value of farm pro
ducts in 1908 over 1907 is $290,000,
000, and would have been much lar
ger had not the prices of cotton and
hay been low. Tbe value of products
in 1899, the census year, being taken
at 100. the value for 1903 stands at
125, for 1904. at 131; for 1905, at
134; for 1906, at 143; for 1907, at
159; and for 1908, at 165. During
the last ten years the wealth produc
tion on the farms .of this country has
exceeded the fnbulous sum of $60,-000,000,000.
