ments they see printed, even though they appear in thy newspa
per published by Mr. Pulitzer."
The president says the wickedness of the slanders publiihod
in reference to the canal are only surpassed by their fatuity and
says:
"So utterly baseless are the stories that apparently they
represent in part merely the material collected for campaign
purposes, and in part the stories were originally ooncocted with
a view to positive blackmail."
The president goes into details and points out a number of
glaring inaccuracies in the stories, and says thoy are partly li
bels upon W. H. Taft and Douglas Robinson, "but they are in
fact, in form partly of a libel upon the United States government.
I do not believe we should concern ourselves with the particular
individuals who wrote the lying and libelous editorials, articles
from correspondents, or articles in the news columns."
The president reiterates the responsibility of Mr. Pulitzer
and says he should be prosecuted by the government authorities
and that the attorney-general has under consideration the f jrm
under which proceedings against Pulitzer shall be brought. He
then reviews the act of congress authorizing the expenditure of
$40,000,000 and says 'it is no concern of tho presldont what the
canal company did with the money"; that ha directed or ap
proved every action and is responsible for all that was done in
carrying out the will of congress, saying the matter was finally
closed by the then attorney-general, Knox, though Secretary of
State Hay and the then secretary of war, Root, were cognizant of
all the essential details.
"If, as a matter of fact," the president explains, "the oanal
company, either or both, had been owned by American citizens
or by citizens of any other nationality, it would not have mat
tered, in the slightest degree the action taken by this govern
ment. Our concern was to get the canal, which was ownod by
the French company, and to see that the title was clear."
The president states that the money was paid through the

financial agent of this government, into the Bank of Paris.
