RECOMMENDATIONS
1 Washington. Dec. 1. Important
and unusual statements and recom
mendations are made by Secretary
Osoar S. Straus, In the Bixth annual
report of tho Department of Com
merce and Labor, made public today.
Mr. Straus lays particular Btress up
on the Inefficiency of the methods
employed by the government in ex
cluding undesirable Chinese, and sug
gests that the laws be changed. He
points out that while aliens of other
countries are denied admission to the
United States under the general im
migration laws, the exclusion of the
Chinese . Is secured only after a
lengthy procedure in the ; Federal
Courts. ; J. '
Mr. Straus explains that aliens of
all countries say China can 'be de
ported on order of the Secretary of
Commerce and Labor, , but that the
Chinese can carry their case to the
courts. He shows by records that
the only result in the latter method
is to prolong the investigation need
lessly, with detriment to the country.

therefore, dictated alike by the de
mand's of justice and equality on one

words, to let the. methods and the
machinery provided witn respect to
the admission and exclusion of aliens
generally be applied in the case of

SPENDS $3,000,000
That the Oregon Electric has ex
pended $3,000,000 In placing Its
line In the present state of improve
ment is shown by a report filed with
the state railroad commission yes
terday afternoon.
The report Is in Vpewrltten form
and Is in response to a request for
a statement as to cost since the
starting of the road. ' .
The report shows that the road
has 70 miles of main line in opera
tion and five miles of Industrial and
passing tracks. The roadbed ' is
constructed after, the pattern of a
standard steam road. It has 15-foot
embankments and is fully ballasted.
All trestle bridges are said to be
standard, and will bear any class of
equipment. A steel bridge with deck
spans is stretched across the Willam
ette river at Wilsonville and was con
structed at a cost of nearly a quar
ter of a million dollars. The com
pany, ac6ording to the report, has
four concrete sub-power stations,
one brick and eight ordinary and
are constructing three other stand
ard stations beside tool and section
houses. All agency stations are pro
vided with tool and section houses
and closets. At Portland the com-
l pany has constructed a concrete

In the county Jail the sheriff is
caring for a whimpering, whining
man. who carries out to the fullest
detail the belief that no man shoots
unless he is a coward, says the Salem
Statesman.
The case of C. Y. Tlmmons, held
on toe charge of murdering his wife,
is a peculiar one. He had something
of a reputation as being a "good fel
low" and a man with nerve before
thq deed occurred which sent him to
Jail. .
Since that time he has cowered in
his cell and continually complained.
He wishes to save himself by black
ening the' character of his wife and
each time he talks of the crime he
almost weeps and places the blame
on her.
Tlmmons continues to have the
opinion that Hornbuckle may in
some way be the meanB of his safety
and tho defense will probably carry
out Tlmmons' idea and link the
name of the dead woman with that
of Hornbuckle. But it is said the
prosecution has sufficient data to
innocent of any such charges.
