Heretofore all administrative imsl
nessness, all scientific other in
vestigatlons, and in fact all matters
connected with the forostrv ervice
was transacted at the headquarters
inthis city. The rapid and enor
mous development of the service
made it necessary to devise some
plan for distributing the work of the
department and, -at the. same time
bring it in closer direct touch with
the territory under its care and su
pervision. After considerable study and con
sideration of the problem It was de
cided, to establish In the West six
experts under the direction and su
pervision of a district forester, re
siding within his respective district.
It was decided to establish the dis
tricts and headquarters.
First district including the states
of Montana, northeastern Washing
ton, northern Idaho, northern Wyo
ming and northwestern South Dako
ta; headquarters at Missoula, Mont.;
W. B. Greeley, district forester.
Second district including the
states of Colorado, southern Wyo
ming, South Dakota, northwestern
Minnesota, Nebraska, western Kan
sas and souheastern Utah; head
fluartess at Denver, Col., Smith Rilev,
district forester.
Third district Including the
states of Arizona. Arkansas, New
Mexico and Oklahoma; headquarters
at Albuquerque, N. M., A. C. Ring
land, district forester.
Fourth district Including the
states of Utah, southern Idaho, west
ern Wyoming, eastern Nevada and
northwestern Arizona; headquarters
at Ogden, Utah, Clyde Leavltt, dis
trict forester.
Fifth district Including the states
of California and southwestern Ne
vada; headquarters at San Francis
co, Cal., F. E. Olmsted, district for
ester. Sixth district including the states
of Washington, Oregon, a small part
of northern California and Alaska,
headquarters at Portland, Ore., E.
T. Allen, district forester.
Under these officers and at their
several headqutarters will be tran
sacted hereafter the greater part of
the routine administrative business
connected with the several districts
which has heretofore been attended
I to n ashington. At the head of
eacn oilice there wllW.e a district
forester and an assistant district
forester. I nder these will be ex
perts in chargt of the various lines
of work. A chief of grazing will
?,Ve. cnarKe of range matters. A
chief of product 0 will handle the
preservative treatment of timber
the strength tests and study of mar
ket conditions. A chief of lands will
look after such matters as land ex
aminations. The office of lands
deals with questions Involving the
validity of claims asserted uffder the
act of lune 11, 1906, for agricultural
settlement. I
There will also be in each district!
a chief of silviculture, who will have
charge of timber sales, planting and
silvical experiments, and a chief of
operation. The latter will supervise
the personnel of the forests; the per
manent improvement work, through
an engineer in charge; .the accounts
or tne district, including receipts,
disbursements aud bookkeeping,
which will be directly supervised by
an expert accountant, and the rou
tine business of the district.
In each of the lines of work the
management will be in the hands of
a man who is a specialist and who
has had thorough experience both
In the West and Washington. The
establishment of these field districts
will bring the service Into more im
mediate touch with the public. It
Is merely the completion of the move
ment, started some time ago, tu have
the forests administered as far as
possible by men actually on the
ground. The change will not affect
the Investigation work of the service,
which will center, as hitherto, In
Washington.
Nearly four hundred foresters,
stenographers, clerks and other em
ployes will start from here next
week for the respective headquarters
to which they will be attached. To
most of them the change means an
advancement and an increase in their
salaries. The latter was necessary
owing to the greater cost of living
in the West.

suggestion made by the Episcopal
Brotherhood of St. Andrew, the week
beginning tomorrow is t be ob
served by men's organizations of all
denominations as a week of prayer
for the spread of Christ's kingdom
among the men of the whole world.
Besides the Brotherhood of St. An
drew, the organizations which havo
announced tnulr adberence-to the ar
rangements include the I'reshyterlan
Brotherhood, the Congregational
BaWlst. the Methodist and the Uni
ted Presbyterian Brotherhoods. Sev
eral organizations in Europe have
also agreed to co-operate in the
movement. This Is said to be the first
time that men's organizations of so
many religious bodies have acted In
unison and the occasion Is regarded
as all the more significant from the
fact that the initiative was taken in
the Episcopal church, which does not
ordinarily lend itself to Interdenom
inational movements.

Mr. and Mrs. H. A. Hoover, who
sailed on the steamship Republic to
day for Algiers. The home of the
Hoovers is near I.os Angeles, Cal.,
and In completing tho trip by nuto
from that city to New York, the
couple have already finished the
first lap of their ambitious Journey.
When they land at San Francisco, as
they plan to do lu the winter of
1S12, they expect to havo covered
more than 75,000 miles.
Mr. and Mrs. Hoover will spend
this winter In touring Algeria and
R-iypt. with as far reaching excur
sions Into t)le Sahara Desert as may
prove practicable. Early In the spring
their cur will be ferried over to Italy
and for Ihreo successive years tours
will be made across every country
In Europe at least one way. They
even hope to peuetrate western Si
beria. In the winter of 1911 they ex
pect to turn south Into Turkey and
from there Into Palestine and back
to the coast. On tho homeward voy
age stops will be mmlo In India,
China, Japan, the Philippines, Aus
tralia, New Zealand and llawr.;!. and
in every country as much motoring
will be done ns the circumstances

records. Mr. Hoover, who has spent

he has undertaken the trip around

which it offers as a means of getting
well. The start from the southern
California was made early laat April.

ot San Francisco, Portland, Spokane,
