which was enjoyed during the last
term has been cut down bv Demo
cratic gains from 56 to 25.'
Complete returns are In from near
ly all the states on the Congressional
vote. There are still a few more to
be heard from, but it is not probable
that these, when their final results
are made known, will change to any
degree the personnl now figured out
for the Lower House of Congress.
In the face of the enormous plur
alities received by Taft in nearly ev
ery state he carried, the Democratic
Congressional irflins. a number of
wliii'li were supposed to be Involun
orable. come ns a surprise to politic
ians of both parties.
Surprises Recorvd.
Among the surprises already re
corded one of the most pronounced
is the defeat of Representative Hep
burn of the Eight Iowa District. Mr.
Hepburn has occupied a seat In Con
gress for so long a period, during
which time he has acted as chairman
ot the Interstate Commerce Commis
sion and been so prominent In po
litical affairs thnt he had become
regarded as a permanent fixture In
Washington.
Next to his defeat comes the sur
prise sprung In Indiana in the retire
ment of Representatives I.andis and
Overstreet. Both are old-timers and
both hold chairman assignments.
For years they have been in active
service and have supported Roose
velt's policies.
Republicans generally are con
gratulating themselves over the gain
of two members from the new state
of Oklahoma. Elmer L. Fulton,
Democrat and a brother of Charles
W. Fulton, of Oregon, was defeated,
as was also James S. Davenport, an
other Democratic representative. The
change will give tho Republicans
three of the five members of the
house from that state.
Outside of the states mentioned,
the Democrats have made sufficient
gains to add 1G members to the total
representation in the lower house,
raising their delegation from 187
members to 183. With a lead of 25,
however, the Republicans command
the situation, and Taft will. In con
sequence, have a strong backing In
both the upper and lower branches
of Congress.
