permitted to use nny effort, at the
polls or away from them, on election
day, to Influence the voting of anv
ono. Some sections of the corrupt
practices act relating to election day
follow:
"It shall be unlawful for anv per
son to pay another for any loss or
damage due to attendance at the
polls, or In registering, or for the
expense of transportation to or from
the polls.
"No person shall pay for personal
service to be performed on the day
of any election, for any purpose con
nected therewith, except for the hir
ing of persons whose sole dutv Is to
set as challengers, and watch the
count of official ballots.
"N'o person shall buy, Sell or give
or provide any political ljadge, but
ton or Insignia to be worn at or about
the polls on the day of any election,
and no such political badge, button
or other Insignia shall be worn at
or about the polls on any election
day. N
"It shall be unlawful for anv per
son at any place on the dav cif anv
election to ask, solicit or in any man
ner try to induce or persuade anv
voter on such election day to vote
for or refrain from voting for any

The terms of the new bill of lading
determine the carrier's responsibility
to the shipper in case of damage or
loss. It is the belief of the railroads
that this will greatly lessen the fric
tion between the carriers and ship
pers in resnect to Claims for rinmnfraa
to freight. How important this item
is appears rrom the fact that in 1907
the seventeen principal roads In the
trunk line territory paid out a total
of $o,5!)ti,794 for loss and damage
claims.
In order to enforce the use of the
new form of bill of lading, the rail
roads will make the acceptance of
the new form a condition of accepting
freight at published rates. A provis
ion lias been agreed upon whereby

December 1 providing the new regu
lations are stamped thereon.
