CAR LINE BEGINS
A. Welch this morning begun ac
tive preparations for the construction
of the First street electric line. Ties
hnve been ordered distributed along
the street nnd grade stakes nre being
made now by Mr. Dnnnuls. The city
engineer has nlso been secured to pre
pare the grades so that work can pro
ceed. From all appearances It seems that
-Mr. Welch has decided o give up his
franchise granted him to operato on
Second street, and also the franchise
recently granted him which he re
fused to accent on the ground that
thirty years, tho time the franchise
was granted for, was too short n
term. With his decision not to accept
the new franchise and not to work
under the provisions of the one grnnt
od him about, a year ago, It would
seem that Welch had decided to give
up his $5000 forfeit bond to the city
and work under the old Hirschberg
franchise, which ho has acquired t a
rumored price of $8000. The Hirsch
berg franchise is an obnoxious one to
tho city, nnd It Is probable that Mr.
Welch will be enjoined from proceed
ing with his work or some nttmept
made to prevent him from operating
under this old franchise. Herald.
KLOEBER KILL BY

Oct. 2S. That Fred Kloeber, as well
ns Julius Kiunle. came to a violent
end by accident In the deep mountain
forests near here was established yes
terday when Kloeber's body was
found beside n fallen treo,or 'which
ho hud stumbled nnd broken his neck.
The supposition is that when Kunile
died suddenly last Sunday presumably
from heart failure. Kloeber hastened
for aid, and In running along this
tree In the darkness stumbled. He
had struck lib Jaw, und had not
moved, his giHi being still In his
gr;0i. Ho had gone less than two
miles after leaving Kumle. The bodv
was located by dogs. Death wa'a
probably Instantaneous.
Kloeber was an ex-newspaper man,
SB years old. Ho was associated with
hla brother, Dr. J. S. Kloeber. nt

on his part and nil attempt to escape.
He talks but little of the murder and
practically tho only mention of the
crime he has made which has impor
tant construction was the confession
on the night following the tragedy.

SPEAKER JOE CANNON
Denver, Oct. 28. The National
Woman's Christian Temperance Un
ion convention today adopted with
practical unanimity a resolution com
mending the efforts of the churches
to defeat th ere-elcctlon of Joseph G.
Cannon as a member of congress.
The resolution was Introduced by
Mrs. Mary B. Kuhl, secretary of the
Illinois W. C. T. U., as follows:
"Resolved. That we. the women of
the W. C. T. U. in convention assem
bled, do hereby exptess a most hearty
commendation of the action taken tav
the Methodist Episcopal church and
tho several churches In their brave
effort to defeat the re-election of
Speaker Cannon, because of his per
sistent opposition to the reforms pro
posed by Intelligent bodies."
