RESOURCES SUMMARIZED
Vienna, Oct. 12. The recent de-.
velopmcnts in the Balkan situation
anil the probability of war between
Bulgaria and Turkey have aroused
universal interest in the military:
conditions and resources of the small ;
kingdom, bold enough to challenge:
the mighty Turk. Bulgaria was noti
always a small and comparatively In-j
significant country. From the sev-j
enth to the fourteenth century Bul
garia was one of the strong and pros-1
oerous kingdoms of the Balkan pen-1
insula. It comprised a large are of
fertile land and was densely popu
lated. Its borders touched the Black
Sea, the Aegan, and the Adriatic. The
remembrance of the glory of Its
czars, Kroom, Asen and Simeon, still
lives in evry Bulgarian and nils nisi
heart with pride. It was Czar Sim-1
eon who led his vfctorius army to!
the very walls of Constantinople, and!
It was of his time that Gibbon says:
"Bulgaria assumed a rank among the
civilized powers of the earth."
But Turkey was determined to ob-J

garia, and of these 24.000 are taken
by conscription for the full period of

In the following strategical centres;
Sofia, first division; Philipporol. sec
ond division; Slivon, third division;
Shumla, fourth division; Rustchuk,
fifth division; Vralza, sixth division;
Dubnltza, seventh division; Eskl Za
gora. eighth division; and Plevna,
ninth division. Each of these divis
ions has two brigades of infantry and
one artillery regiment of nine batter
lesles, except the second, sixth and
ninth divisions, which nave only six
batteries. A cavalry ieglment each
Is also allotted to the first six divis
ions and all have a full complement
of administrative and technical
forces. Every division Is prepared to
go to the field and to begin offen
sive operations on short notice. The
war strength of each of the nine di
visions is estimated at about 20.000
officers and men, with 4,000 sabres,
and 430 field guns. In addition to
these troops there is a separate cav
alry division of about 2,500 sabres

officers and men, with 7,000 cavalry
and 500 field guns. It is believed
that this entire force or any part of

fully trained reservls's available to
fill vacancies and form supplemen
tary units, besides some 60,000
trained men of the "Landwehr". This
Is a remarkable state of affairs con
sidering that the population is less
than four millions and the annual
military budget only about $5,750,
000. The Bulgarian army is well pro
vided with capable officers. Many of
them have received their military
training and education at the Nat
ional Academy, which was founded In
Sofia in 1878 and has for its director
a Russian, Major Robinkln. The
number of cadets la attendance in
former years averaged four hundred,
but during recent years it has In
creased to five hundred and even
more. The course of the school cov
ers four years and the cadets, after
graduating and serving for several
years In the army, are free to con
tinue their military education In any
of the older European academies, se
lected for this purpose by the Bul
garian government. In the thirty
years of Its existence the Academy
has sent out more than 2,500 grad
uates, who are now holding officers'
rank In the Bulgarian army.

meeting of the American Board Si
Commissioners for missions of the
Congregatfonal Church opened thlS
afternoon In the Clinton Avenue Con-
gregatlonal Church In Brooklyn. The
visitors were greeted by the Rev. Al-
bert J. Lyman, and the response was
made by Dr. Samuel B. Capon of Bra-
ton, president of the board. Routine
business was followed by reports of
Rev. Dr. Cornelius H. Patton, secre-
tary of the home department, and the
Rev. James L. Datum, secretary of
the foreign department,
The reports of these nnd other of-
fleers showed the affairs of the board
for the year was $880,011, against
$877,631 for tho preceding year.
