a law passed by the last legislature

Section 37 of said law, In part,
reads:

and issue a certificate or certificates
of delinquency against snch proper

ance until redeemed at the rate of
16 por cent per annum. '."
Delinquent taxpayers are thorofore

HEW TREASURER
OF DEMOCRATS
New York, Sept. 20. Herman
Rldder, one .f the foremost (Jernian
American citizens of the country,
was tonight appointed by Chairman
Mack of the Democratic National
committee as a treasurer of the com
mittee, to succeed Governor C. -V
Haskell of Oklahoma, who resigned
early this morning because of the
charges brought regarding his affil
iation with the Standard Oil Com
pany. In selecting Rldder Chairman Mack
acted on express orders from W. J.
Hryan. Ilidder will at once take hold
of collecting campaign funds for the
Democratic national campaign.
In choosing Kidder, Bryan and
Mack passed over the claims of
Moses Wetmore, chairman of the
Democratic national finance com
mittee and other aspirants. August

gested Kidder, even before Bryan

ordered his appointment. Belmont
was said to have been offered the
place, by Mack today during a long
conference at the Hoffman House.
Soon after Belmont parted from
Mack a message came to Mack from
Brynn ordering Ridder's selection.
The formal announcement was made
by Mack at the Hoffman House just
prior to his departure for Buffnlo at
9 o'clock tonight.
"I think we now have a treasurer
who will not be subjected to the mer
ciless attacks that have been hurled
ngninst Haskell," snid Chulrmnn
Mack. "Anyway, Rldder Is all right,''
he added as he boarded a train for
Buffalo.
When seen at his home tonight.
Kidder declined to make any state
ment on his appointment further
than that It had come from Mack
rather than from Bryan of the Demo
cratic comntittee. He Indicated
that he would accept the trust, but
declined to give any Information as
to what methods be would pursue.
