the gathering to order and presided
over the session. Archbishop O'Con-
nell delivered the prayer, and wel
comes were extended In behalf of the
State of Massiichustts and tho city of
Muslim. The honored guests of the
occasion were John Itedmond and
Joseph Devlin, members of I'lirlla
melit and leaders In the Irish move
ment. Taxing the capacity of the
hall nils an attendance of delegates
who came from nil parts of the Uni
ted States and Canada.

the senator with permission to pub
lish. In part it says:
"My Dear Senator Kayner: I have
received your letter of May 3, and
also the letter you wrote to the sec
retary of war In reference to the case
of Colonel W. F. Stewart. The facta
are as follows:

"I made a careful investigation or
the case of Colonel Stewart. 1 have
before me the report of the Judge ad
vocate general upon it and full re
port by Major-Genera! Duvall, and
have looked at the original reports
of Generals Grant, Murray and oth
ers. It appears that Colonel Stew
art has been 41 years in the army,
having entered it when very young,
so he is now entitled to retire, hav
ing served 40 years. He revises to
retire unless he Is made a brigadier

brigadier-general because he Is gross
ly unfit, not merely to tie a brigadier
general, but to hold his present rank
in tlie urmy. Mis career has not been
distinguished for a number of years;

passed, but he is a nuisance In the
service, being both incompetent and
temperamentally unfit to exercise
command over enlisted men, or to
control other officers, or to behave
with propriety when brought in con
tact with civilians.

service that Colonel Stewart is an
'impossible' commanding officer, and
ho is a man who In civil life under
no circumstances could have risen to
any position of influence or author
ity over his fellows. During the last

Stewart has reached a climax.

"In 1906, when he waB in command
at Kort Williams, Maine, an officer
of his command, a quartermaster,
wim coiirtmartialed, dismissed fror,
the army and sentenced to the peni
tentiary for tho perpetration of most
outrageous frauds upon the govern
ment, which hud extended over a
considerable period of time. Appar
ently all this went on nlmost under
tho very eyes of Colonel Stewart, but
ho failed to detect tho crimes of the
the officer, In so doing being culp
ably remiss In exercising supervision
over his subordinates.
