u petition for a franchise to construct

I mains In the Mount Scott district,
I says the Oregoninn. The franchise,
If granted, Is to cover township 1,
' south of range a east, and the west
' half of township 1, south of range 3
jenst: It is estimated that In this ter
! rltory there are SU00 dwellings which
j have poor water supply and no gas.
Kelsay says he is amply able to
construct and maintain a system
! which will furnish an abundance of
' water; that he has property upon
; which he can construct a reservoir

-to put In free 20 fire plugs, hydrants
nud standpipes. He Is willing that
the city should fix the price of water,
'to conform to the present charges of
the city water board of the city of
Portland, that price to prevail during

If the franchise is granted he offers
to begin work Immediately, and to
have the water running in the mains
