NEAR SEATTLE, PASSES AWAY
WILL BE BURIED HERE
A telegram wu received from Se
attle this afternoon stating that Wal
ter Francis, of this city, who was in
lured in a logging camp near that
city a few days ago, had died today. I
The news came as a shock to his folks
here, as It was thought he was getting
along very well until this morning,
when word came that he was worse.
His father, I. M. Francis, was at the

ing been called there at the time of j
the accident, less than a week ago.
Walter was well known and liked
in Eugene. He was a member of the
high school football team for several
seasons and was considered one of
the best players the school ever turn
ed out. He was a manly fellow, ge
nial and popular. His schoolmates as
well as his many other friends about
the city will be pained to hear of his
untimely death. He leaves, besides
his parents, several brothers and sis
ters. He was aged 2 or 23 years.
The remains will be brought to Eu
gene for interment, Mr. Francis wir
ing that he would start this evening
with them. Funeral announcement
will be made later. ,

At a meeting of the city council
last night a resolution was passed
providing for an amendment to the
city charter by vote of the people
granting the city council power to Is
sue water bonds to the amount of
$500,000, providing for lewlnc - ,
of one mill per year, and providing I
for the use of the income and th a,. I
tablishing of a water board after the
plant is completed. The resolution!
also provides for voting 50,000 sew-'
er bonds, including $27,000 sewer I
warrants- already issued. According
to the resolution the city council shall
have charge of the water plant until
completed, after that a commission!
to be appointed to manage the plant.
The vote on the resolution was as
follows: Garrett, aye; Roach, ave;
Fisher, Aye; Gilbert, aye; Harbaugh,
aye; Williams, aye.
An ordinance providing for a spec
ial election to vote on this amend
ment was passed. The election will
be held on Thoursday, October 1.
Another resolution providing for
amending the city charter so that the
street improvement fund can be in-

Introduced. The vote on it..s.tood:
Garrett, no; Roach, no; Fisher, aye;
Gilbert, aye; Harbaugh, no; Wil
liams, aye. The mayor cast the de
ciding vote, which was no, and the
resolution was lost.
Morris Bros. Get Bonds.
A resolution accepting the bid of
Morris Bros, for the balance of the
$300,000, or $160,000, as modified so
that they get only one per cent for
printing the bonds and getting legal
opinion upon the validity of -the pro
ceedings, was passed by the follow
ing vote: Garrett, aye; Roach, aye;
Fisher, no; Gilbert, aye; Harbaugh,
aye; Williams, no.
Attorney Will Get More Pay.
An ordinance Increasing the sal
ary of City Attorney Bean from $50
to $75 per month was passed unani
mously. An ordinance repealing an ordi
nance prohibiting military companies
and fire companies from drilling on
the streets was passed.
The matter of paving Sixth street
was the subject of much discussion.
It was voted to rescind the order
awarding the contract for paving the
srteet between Olive and Willamette
street, and then the matter of award
ing the contract for paving the street
from Oak to Olive street was loBt. The
vote was as follows: Garrett, aye;
Roach, no; Fisher, aye; Gilbert, no;
Harbaugh, no; Williams, no. The
mayor voted no.
The city attorney, though, was di
rected to draw ordinances to .pave
Fifth street from Olive to Willamette,
and Sixth street from Olive to the al
ley between Wlllamete and Oak, and
advertisements for bids will be pub
lished again.
He was also directed to draw an or
dinance to pave West Ninth street
from Olive to Lincoln, two blocks dis
