curious legislative compound, the
Vreeland-Aldrlch bill. The Republi
can party boasta of Its knowledge of
finance. What have they given ua In
this law?
"It will be remembered In IS92-3.
under a Itepubllcan administration, a
panic was anticipated. The panic
came and with Itepubllcan effrontery
they charged that panic to the Dem
ocratic party. Now, controlling; every
braiu-h of the government, they Igno

consequence growing out of their own
maladministration of the government.
"The only sort of legislation with
any great force of public opinion be

tempted to enact was a bill to prevent
the recurrence of panlca. The last
panic was a depositors' panic. brought
about by fear upon the part of depos
itors that they could not get back
their money which had been left In
the bank. This fear waB produced by
the fact, which had become knowji,
that the banks had been sending
their depositors money to risky, if
not unlawful concerns. A run upon
the batiks by depositors, not by note
holders, In consequence occurred.

to prevent the recurrence of depos
itors' panics by emergency bank note
bills, In the provisions of which they
have decreased the security that the
depositor had in a two-fold way, first
by reducing the amount of reserve re
quired by law to be held, and second
ly, by making tho new emergency
notes a prior lien upon ail the assets
of the bank, decreasing the security
that the bank hud to keep for the de
positor, nnd Increasing the bank lia
bilities that might be charged against
deposits, in my opinion it la an ac
complished scheme to enable banks
that have floated questionable enter
prises to digest otherwise indigesti
ble securities by making them the ba
sis uf a national circulating medium
or exchange. 1 ho future will show
whether this miserable muke-shlft,
part house Infamy and part sennto In-
ramy, as a great Republican newspa
per has said, will answer ita purpose.
Whatever It may show In the way of
sins of omission or commission not
only Is It the fault of Hepublicun leg
islation, but the evil which It pre
tends to euro was altogether and ex
clusively the fruit of Itepubllenn leg
