Such returns, in such cases, m"ke
manifest the spirit of dubious econ
omy, and an unpatriotic estimate of
Its plainer duties. In the matter of
the University bill, the meagre and
grudging Biiccess of the measure
startles everyone with the nearness
of the disgrace of Its defeat and caus
es a universal sigh of relief for the
escatio made at the hands of the
mossbacks who wrought it. On
the other hand the glaring neg
ative recorded against the at
mory provision, becomes un
happily patent in the state
that was the First to raipe a regiment
and land it in the Philippines, dur
ing the trans-Pacific war; and it will
be heard from In the future to the
lasting discomfiture of the people.
It is this hide-hound policy that
keeps Oregop inertly nested In a
groi'n of live and vibrant states and
marks her as "peculiar", to say the
least of it, it is this same habitual,
moss-grown passivity that holds her
down to the one city of commercial
sway and influence and narrows her
field of operation in all lines for
want of competitive bids In the gen
eral scheme of development; a con

advantages.
