that .Mrs. Hetty Green, who Is occu
pying apartmentB at the Plaza Hotel,
recently received a BlacR Hand Inter
threatenliiR her with death unless
she gave $5000 to the writer. Since,
the receipt of the letter Mrs. Green,
in leaving the hotel for her office In
the Chemical Bank building, has
been accompanied by a detective.
Formerly she was In the habit of
leaving alone. The threat has had
the effect of causing the hotel detec
tives to pay particular attention to
Mrs. Green while she !b In the build
ing. Mr. Green, It Is said, has
personally given the letter slight con
sideration, but her guardians at the
hotel. It Is said, have Insisted upon
her taking extra precautions for her
safety.
The letter advised Mrs. Green to
be In readiness to pay $5000 to a
messenger who would call to see her.

the senate on his resolution direct
ing the appointment of a committee
to Investigate charges against Colo
nel William F. Stewart, of the Coast
Artillery, now stationed at Fort
Grant, Ariz., by order of the presi
dent. Saying a communication had
been sent to Colonel Stewart inform
ing him that improvements would be
made In the sanitary condition of
Fort Grant If desired, Rayner added:

passed to Dreyfus, I think. The
charges against Colonel Stewart,"
said Rayner, "are frivolous and petty
and do not in the slightest degree
reflect upon his character as a man,
his character as a citizen, or his
courage as a 'soldier. One of them
Is that he has temperamental Infirm
ities.

conclusion that Colonel Stewart Is a
man who wants to have his own

Colonel Stewart, he said, had his

was 10 to 1 for the bonds. The first

The popular Benedick and the
fascinating Beatrice have both re
solved never to fall in love.
Friends of the two conspire to
bring them together and to have
them fall In love with each other.
Explanatory note to Scene II.
Beatrices cousin, Hero, has been
cruelly wronged by Claudio, his
bethrothed. Benedick, In hope of
winning Beatrice, espouses Hero's
cause and challenges Claudio
When Hero is finally proved Inno
cent and is reconciled to Claudio
Beatrice and Benedick satisfy their
friends by falling deeply In love
with each other, If only "for
friendly recompense."
The exercises begin at 8 o'clock

suance or and in conformity to ordi
nance number 734, passed by the
common council on the 5th day of

eommon council of the city of En-
gene will receive sealed proposals
at the office of the city recorder in
Eugene, Oregon, for the purchase of
three hundred thousand dollars In
water bonds of said city, or any part
thereof, up to the hour of 7:30 n.m.
Tuesday, July 7, 190S, and that said
proposals will be opened and consid
ered by the council at said time.
I hat the city of Lngene proposes
to sell the said three hundred thous
and dollars of water bonds to the
highest bidder therefor in denomi
nations of from one hundred to one
thousand dollars, as tho purchaser
may desire; that said bonds are to
bear Interest at the rate bid. not to
exceed G per cent per annum; said
interest payable semi-annually on
the first day of July and Januarv of
each year from their date until paid;
tnat snid three hundred thous
and dollars of water bonds will be
come duo and payable by the city of
Eugene as follows: On the first day
of January, 1948, principal and In
terest payable at a place to be agreed
upon by purchaser and city.
That said bonds shall not be sold
for less than their par value; that In
addition to the general obligation of
the said city, the said bonds when
sold shall be a first and exclusive
lien on nil lands, rights-of-way, ease
ments, water rights, pipe lines, struc
tures and appliances of every kind
composing thc water system to be se
cured with the money derived from
the sale of said bonds: that the otun
mon council reserve the right of re
jecting any and all bids.
That the said bonds will be Issued
and dlspesed of under and pursuant
to the terms of the act, "To re-Incorporate
the city of Eugene, and to re
peal nil nets and parts of acts in con
flict herewith." riled in the office
of the secretary of state February Is,
