At a meeting of the city council In
committee of the whole last night
the engineering firm of McArthur &
McClaln was given tbe job of con
structing the city's pipe line from
Ritchie creek, and F. C. Kelsay, of
Portland, was employed as consult
ing engineer. Contracts are being
drawn up today and the work of
making tbe preliminary survey will
probably begin tomorrow and will
be rushed to completion.-' .
McArthur st McClaln are Univer
sity of Oregon students and have been
engaged In similar work for several
years, among their contracts being
the construction of the sewer system
at 8prlngfleld, which was entirely
satisfactory to the people of that
city. Their work of constructing the
pipe line for the new gravity water
works will be entirely under the su
pervision of Engineer Kelsay, who
will furnish all the plans and speci
fications for the work, and who will
stake out the pipe line and give his
personal attention to the work until
It 1b completed. Mr. KeUay, It will
" rnmemoered, was employed by the
city council a couple of years ago to
furnish plans and specifications for a
municipal water system, when the
question was first agitated, and there
was considerable trouble in collect
ing hiB fee from the city, but It final
ly resulted In his securing the en
tire amount asked for. The matter
of going ahead withe the plant was
held up from time to time, but It
now appears as If the long-cherished
plans of the municipal ownership ad
herents are soon to be carried out.
Contract Signed.
The fire and water committee' of
the council and Mayor Matlock' and
City Attorney Bean, s to whom, the
matter of drawing up the contract
was referred, met In the offce of the
city attorney this forenoon and form
ulated the contract. It was drawn up
and late this afternoon signed. The
t.ejma as agreed upon In. the con
tract In brief are as follows: Engi
neer Kelsay Is to make the prelim
inary surveys of Ritchie creek and
two or three other creeks to ascer
tain whether or not sufficient water
can be secured from them. This
work is to be commenced at once and
completed within ten days. McClaln
ft McArthur are to be employed by
Kelsay to do the actual surveying
work. If the survey proves these
streams will furnish all the water
desired. Kclsay's employment 1b to
bo continued as consulting engineer
tin the completion of the construc
tion work and he Is to make all plans
nnd specifications. For the first or
preliminary survey he Is to receive
1250, nnd if the report la nccepted he
is to be paid for his entire work a
sum equal to 2 per cent of the actual
coat of the plant. The first payment
Is to bo made at the time the final
Hiirveys are completed, and at the
submission of the approximate cost

omt-liuir of one per cent of the cost
When full detail plans and specifi
cations aro, completed no Is to re
ceive a like payment, and for his ser
vices for supervising the contract
during the construction work he will
be paid one per cent In ten install
ments. McClaln & McArthur are employed
as resident engineers to do tho ac
tual construction work on the ground
and to furnish Kelsay with surveys
and details. They are to be paid the
same price and In the same manner
that Kelsay la to bo paid.
The committee reserves the right
to cancel the contract at any time
and If done before any of the steps
mentioned are completed the engi
neers shall bo paid only for the work
accomplished, except It Is agreed that
Kelsay shall be paid the $250 for the
preliminary work. The contract is
of course conditional upon the sale of
tho $300,000 bonds recently voted.

be a son of Johnny Carroll, an old
time professional prize fighter who
resides at San Francisco, and whose
son, Jimmy Carroll, has earned quite
a reputation in the prize ring. Sup
porters of Johnson In the contest
with "Croft" are reported to have
loat $2000 In bets to the supporters
of the alleged "ringer."
HAMMOND ARRIVES HOME
WITH PARMENTER
Deputy Sheriff C. C. Hammond ar
rived home from Omaha, Neb., this
afternoon, bringing with him -David
Parmenter, the old man who forfeit
ed his bond at the last regular term
of circuit court, which he had put up
for his appearance for trial on the
chartfe of polygamy. It will be re
membered that Parmenter was locat
ed In Omaha nearly two weeks ago
and was arreBted there. Deputy
Hammond says after he was arrested
he was released as there Is no law
In Nebraska against polygamy, big
amy being the term designated by the
law In that state. He was arrested
again, however, for being a fugitive
from Justice, and held until the dep
uty's arrival. Parmenter will be
tried at a special term of court to
be iheld soon.

Georgetown, Del., May 6. James
T. Calhoun, 58 years of age, and a
farm hand living 16 miles from here,
has just learned that Theodore
Roosevelt Is president' of the United
States, and that such things are in
existence ot cameras, airships and
automobiles.
Making his first trip on steam
cars and his first visit to George
town, Calhoun arrived In town today
very much bewildered. He said that
he was all tangled up and dldn t
know whether he was walking on his
head or feet -half the time. He gasp
ed when some one tried to take a
picture of him.

those durn things," he remarked as
he- leaped to one side; expecting the
camera to belcn rortn a lew six-
pounders.
When some one in the group of
men standing around him asked (him
if he had any definite views on
Roosevelt's policies Calhoun calmly
replied that he had once heard some
body speak the Greek language and
that that sounded very much like it.
"What?" said a listener, "haven't
you ihearcPabout Roosevelt?"
The farmer had Just remarked
that he had not when an automobile
flashed by. This was too much for
Calhoun.- He's going right back to
tho farm.
He firmly believes that the story
about airships is a fake.

at Reedly by their automobile being
struck by a Southern Pacific train.
Scott Manlove, driver of the automo
