ON SCHOOL LANDS
Salem. Or.. April 2 S. That the
Oregon & California land grant. If
recovered by the United States gov
ernment, should be donated to the
State of Oregon as an addition to the
irreducible school fund, is the opin
ion of Superintendent of Public In
struction J. H. Ackerman, who will
head a movement to have the Oregon
delegation In congress take steps to
have such a grant made as soon as
the land has returned to the owner
ship of the United Stntes.
"No ,better disposition of the land
could b? made," said Superintendent
Ackerman today In discussing his
Idea. "The land was granted by the
government to aid In the develop
ment of the stute of Oregon, through
the building of a railroud. The gov
ernment fixed a maximum price and
established other restriction us to the
sale of the land."

SAILORS OBJECT TO
BEING OVERCHARGED
AT SANTA BARBARA
Santa Hurtmru, April 28. The last
day of the Aliunde fleet's at ay horo ,
was marked by only one event of any i
importance, so far as the official pro-'
Krum was omerned. This was field"
day of the sailors at Athletic park,
and tonight the "dame of flowers."
to be participated in by over 40
young ladies, will take place. ;
An outbreak occurred on the'
streets last night t" which several
hundred sailors threw stones at ami;
partially wrecked a small restaurant
belonwiiiK to John Sen ten. The bad
feeling was ihe culmination of a sys
tem of overcharge tn purchaser with
which the sailors have been confront
ed here. Last night Senich attempt
ed to charge two s:illors $tl for a
meal, the price being deemed exorbi-:
taut. They demurred, hut the np-
pen i nine of the shore patrol compel-'
led payment of the bill. The sailors
recounted their experience to their ;
males and finally a large crowd eon
greuated and stoned the place. Tint
shore patrol again rushed to the
scene and dispersed the crowd.
The sailors have hewn dissatisfied
with their lack of entertainment here.
More than three thousand come on
shore- vach day, hut many, after
spending a tew hours In town, have
either taken the train tor l.os An
geles or returned to their ships, while
alleged overcharges of various kinds
have engendered considerable Ill-feel-tng.
Tho front of the restaurant was
well covered with hunting and flags,
and smile of the sailors railed atten
tion to the national colors before they
began (he attack on the pltice. and
members of the party scaled up the
front and carefully removed all the
decora! Ions. When t he flags and
hunting had been carefully removed
and slowed away the rock-throwing
began. No arrests were made by the
shore patrol.
Sen hh owns another small place
ami the sathirs have been heard to
make threats against this place also.

This afternoon Section Foreman

off nil the men working under him
except the pump tender. This means
that the extra crew of Japs which
has been here for the pant several
weeks putting In the new sidetracks
will be moved to some other point
and that the work will temporarily
cen.,e. It does not. of course, affect
tho work on tho new passenger de

the bunding will go right ahead to
completion.
This orilor wiim probably made for
tho reason that there Is very little

the freight depot is located In Us per

moved to the north side of the tracks.
A large amount of filling lias been

not bo done until tho new passenge r

Tho regular section force of Blx

District Attorney Manning yester
day announced that ho would Indict
Slate Treasurer Steel for his connec
tion with the Indicted officers of the
Title (iuariintee Trust Company In
their conversion of state funds. Mr.
Maiming said he would not decide on
what charge Mr. Steel would he
Indicted until ho had made an In
vestigation as to tho relations be
tween tho attite treasurer and bank
officials. It Is probable the Indict
ment will charge Steel with convert
ing tho educational fund of the state
to hla own use by turning It over to
tho Title bank as a check deposit.
It Is learned at tho district attor
ney's office that Mr. Steel would have
been Indicted nt the same time bills
wero returned against J. Thnburn
It oss, John Altchlsou, T. T. Ilurknart
nnd Ceorge II. Hill, hut for tho fart
that ho was wanted aa a witness for
the prosecution and had he been In
dicted he would not hnvo been avail
able In that capacity. However, Steel
was a disappointment to tho stale In
the Itoss trial, falling to shed any
light upon his deposit of slate funds
and how they wero handled by tho
bank. The altitude of Mr. Steel at
the time was such as to convince Mr.
Manning that the witness was with
holding much that would have been
material to the stale, and It was for
that reason that the district attorney
began a further Inquiry Into Steel's,
transactions with the hank, and'
which undoubtedly will result In the
Indictment of that official. Orego- i
