CASTRO'S WORDS
AMAZING TO
U,S, OFFICIALS
Washington, April 8. Administra

ment over statements in President
Castro's organ, El Constitution,
having as their basis the Tacoma mail
pouch opening incident. The edito
rial received the ci.s"Bt attention,
and mingled with Vne feeling of
amazement over the sentiments of
President CaHtro Is one of regret and
mystlflcathO over the whole coun
which VeniOicIa "as pursued In deal

"The United States l.O been a good
friend to Vene0:la," said a high of
ficial of the state department oday.
"Twice within the last 1C years we
have gone to Yon-rjela's aid when
that country needed assistance."
For thU reason he could not under
stand why Venezuela has acted as it
lias. During President Cleveland's
second term, when (Jre; Britain w;
threatenlngher territory. Mr. Cleve
land sent a mess.i!? to congress that
had the result, of refrring the ques
tion to the King of Holland fr im
partial settlement.
Several years later, when the allied j
powers were threa?ning a blockade ot
Venezuelan ports to compel payment
of her foreign obligations, the Unit
ed Slates, through Minister Howen,
stepped In and av rtc.l such a move.
Again the question was rtfere.I to
