Instituted at Coburg last night with
25 charter members. J. W. Blmmons,
of Portland, state deputy, and J. W.
I'txleyi of Kugune, district deputy,

Walter S. IIotchklBB, aged 78 years,
of old ago. Tho remains were em
balmed by Undertaker Gordon and
shipped today to Oakland for burial,
lie was a Mason and will be burled
by that fraternity.

David Parmenter, the old soldier,
who was arrested several months ago
for having two wives, the crime, of
polygamy being charged asalnst him,
failed to appear for trial this fore
noon when the case was called in the
circuit court, and Judge Harris de
clared his 400 bond forfeited. His

White, H. V. Darling and J. .T. Row
land.

Washington, March 21. The ship
subsidy bill was passed by the sen
ato today. It pays to 16-knot vessels
nlylng between this country and
South America, the Philippines, Ja
pan, China and Australia $4 per mile,
the amount awarded by th net of
1891 to vessels of 20 knots only.
The bill was amended o -that 12
knot vessehvwltrreeelve $2 per mile,
which Is the allowance under the ex
isting law to 18-knot. vessels.
