roud was built with the
money of Linn caunty people almost
entirely, and Linn county people as
listed in building the road from the
lucky Boy road to the divide be
tween the McKenzie auu the Caia
fooia. Now Lane county comes
long and lays a county road over
these private roads construted by pri

erty. The people of Linn are not
kicking if Lane will keep the roads
l. They are enterprising enough to

done after a system of good roads are
established into the district. Lane,

believe that anarchism has ecn and can be made less dan-
gerous by being dealt with SERIOUSLY AXD RATIONALLY. '
In the first place the unlawful acts prompted by anarchism, should
be made crimes in so far as they are not, strictly speaking, crimes
already, and should be punished with such penalties as are particularly
distasteful to the criminals and therefore the most effective deterrents
to crime.
To keep an anarchist for years in a penitentiary merely burdens
the community with the support of an irreconcilable enemy, with con
stant risk of his escape or pardon and the certainty
that whenever he leaves ho will be, if possible, A
WORSE MAN THAN WHEN HE ENTERED.
On anarchists the death penalty should be unequivo
cally imposed by law and inflexibly executed when
ever the prisonor. has sought, directly or indirectly,
to take life.
For offenses of less gravity I advise a compara

tively brief but VERY RIGOROUS imprison
ment, characterized by complete seclusion, deprivation of all comfort
and denial of any form of distraction, and a severe, but not public,
whipping. THE I. ASH, of all punishments, most clearly shows tho
culprit that ho suffers for what his fellow men hold odious and dis
graceful and not merely for reason of public policy.

Any abridgment from fear of tho anarchists of that freedom of
speoch and of tho press guaranteed us by our state and federal consti
tutions would be neither a wise nor a worthy policy ; but these privi
leges in nowise shield COUNSELORS OF CRIME or instigators
of disorder and rebellion. A published writing recommending the
murder of the chief magistrate and the violent overthrow of the gov
ernment is a seditious libel AT COMMON LAW, and there is no
good reason why the public utterance of spoken words of the same
purport should not be made a like offense by statute.
IT IS ALREADY A CRIME TO ADVISE A FELONY OR GRAVE
MISDEMEANOR IF THE ADVICE LEADS TO THE CRIME SUGGEST
ED, AND THERE IS NO GOOD REASON WHY THIS SHOULD NOT
BECOME A SUBSTANTIVE OFFENSE WITHOUT REGARD TO ITS
