WOULD EASE MATTERS AT HOME.
Hpeolal to the Guard.
New York, March 21. Well posted authorities over
the homo condition of Unssian affairs venture the opinion
that Russia would not be averse to a war with Great Britain
in order to solve difliculties at home. It is thought a
foreign war would call on the patriotism of the masses and
end nihilistic agitation, for the time being at least.
JNew York, March cSJ. lhe Kussian commander at
Tien Tsin has notified General Campbell, commanding the
ine untish Jorces, that the British forces must not only be
withdrawn from the disputed Tien Tsin territory, but that
an apology must be made for invading territory claimed by
Russia and for removing the Russian flag.
lhe situation remains unchanged and while near the
danger point it is not thought a conflict of arms will result.
