ONE CADET WAS NOT HAZED
The congressional inquiry into
' the bzioK of Cadet Booze, at West
Point, evolved a bit of humor out of
the mass of dry evidence tbat is be-
in(j given as to the manner In
which the national military aoad
emy makes commanders oat of the
Taw material sunt it by congressional
favor. Here is the gem tbat repays
one for reading tbe dreary columns
of stuff:
Cadet Louis Brintoo, Jr, of Penn
sylvania, was asked: Did you
ever know a man to go through this
academy without being based T"
"I beard of one; I cannot remem
ber bis name, but I think be was a
plebs' in 1888."
"Why did be eeoape all baling?"
"Ha whipped every man who
was pitted against him, sir. He
fought five men in one day, and in
II hn licked about 80," saiii
lirintorj.
"Is there a monument eroded at
the post to bis memory?" asked Mr
Wagner.
"No, sir."
"Well, then, there should be."
NATIONAL ROBBERY.
History may repeat itself. Tbe
unhappy' partition of Poland be
tween Kuwia, Austria and Prussia
In the early part of the eighteenth
century may find a paraded in tbe
Western oontinent in the partition
of Bolivia betwson Chili, Bra.il
Argentina and Paraguay. Such a
proposition was made to Peru by
Chili, but indignantly rejeoted.
Bolivia was an ally of Peru in her
last war with Cbili. The country,
which is republic, has no seaooaat,
the narrow strip of Chili and Peru
hutting ber in from tbe P.oiflj
Ooeau, while Braiil on tbe north and
" east, aod Argentina and Paraguay
on tbe south bound ber domain.
Individuals are imprisoned for
grand laroany, but no punishment
can be provided for national
robbery. Force is the only law na
tions know when dealing with each
other. So-called international law
is good only sj far as uation may
be willing to accept its obligations,
or may be oompelled to by superior
foroe.

to do it for them. But why not do

choose to work on tbat day, why
begrudire them the privilege.? Is
